GRM International Value for Money (VFM) experts

Due to demand, GRM International seeks to enhance our portfolio of Value for Money (VFM) experts. As a pre-requisite, the VFM specialists must possess experience in development and public sector economics with emphasis on monitoring and evaluation systems, cost benefit techniques and programme design in the areas of environment health, education, governance, private sector development, financial sector and infrastructure, budget priorities, and affordability of interventions and programmes of interventions.

VFM experts will provide cross cutting advice, assistance, and/or services related to our projects. Specific terms of reference, duration and conditions will depend on the project.

Expertise

• Proven expertise in and experience of VFM analysis, data collection, including surveys and sampling techniques, quantitative and qualitative data analysis, interviewing, focus group facilitation, and report writing.
• In-depth knowledge of developing, implementing and reviewing project design, monitoring and evaluation systems as applied to international development.
• Ability to understand the donor requirements for monitoring and evaluation and in particular of the UK government’s “value for money” agenda as applied to international development.
• Knowledge of performance audit (or “value for money” audit) techniques including costing of outputs, process mapping, and performance measurement.
• In-depth knowledge of appraisals in economic techniques and programme design.
• Strong competence in project cycle management, team management and strategy.
• In depth-knowledge in financial sector reform and access, challenge funds, remittances and investment climate issues.
• Budget priorities and affordability of interventions and programmes of interventions.
