CONFLICT ASSESSMENTS IN 16 TOWNS / VILLAGES IN PUNTLAND STATE OF SOMALIA

Project Information Summary

CARE International Somalia is seeking to hire a consultant and /or consultancy firm to conflict assessment / study for rural and peri-urban communities in 16 villages in Karkaar, Nugaal and Mudug regions of Puntland state of Somalia. The findings of this study will be used to formulate WASH interventions in the project area in an effort to strengthen the availability of affordable and desirable water and sanitation services to low-income rural households in these locations in line with Somalia’s MDG targets.

Project Title Basic and Sustainable WASH for the MDGs - Puntland State, Somalia

The objective of the study (investigation) is to:-

i. Identify and map out causes and effects of Conflict in the context of Puntland state and by extension Somalia. ii. Identification and estimation of the risk of water related conflict and violence in the project region. iii. Appraisal of the risks associated with the planned WASH activities in the 16 target locations iv. Outline / develop adaptations /adjustments to project design /interventions to minimize concerns / maximize opportunities. v. Identify and analyze other areas of concerns and opportunity for addressing these concerns. vi. .Way forward and probable future scenarios in relation to water resources in project area.

Specific Deliverables

i) Inception report and presentation. ii) Oral presentations of summary findings, mappings and recommendations to stakeholders and Final report (English)

Qualifications of the Consultant

• The selected consultant / consultancy firm needs to have a track record of at least five (5) years’ solid experience in conflict surveys/study especially in wash and related linkages in the context of ASALs and / or conflict – pruned settings • The consultant shall be a social scientist with at least BA degree or equivalent from a recognized tertiary institution. Other qualifications /exposures on conflict studies and peace building trainings in important. • The experience should also include the exposure in water and sanitation policies, investments, O & M, and management regimes that prevail in Somalia or countries with similar conditions, and particularly in the area of market transformation; capacity building and social entrepreneurship in the realm of Public-Private Partnerships (PPP) • Experience working with in rural and informal markets is essential
