CARE seeks a Technical Advisor to be based in Malawi for an upcoming USAID-funded project. The anticipated project will focus on interventions that address the risks and vulnerabilities faced by adolescent girls such as access to education and health services and economic/livelihood opportunities.
Position Summary:
The Technical Advisor (TA) will facilitate the integration of best practices into the programmatic objectives of the project, leading the implementation of gender equitable interventions that support youth and adolescents on issues related to accessing education, health services, and economic/livelihood opportunities. S/he will develop technically appropriate materials and tools for capacity building that will meet the needs of the targeted communities. Work closely with other key project staff, such as the monitoring and evaluation technical advisors, the TA will identify, integrate and/or scale-up the most appropriate and up-to-date technical approaches. The TA will ensure that findings and best-practices found through monitoring and evaluation, implementation are documented and shared. S/he will foster advocacy with local partners and other key stakeholders as needed.
Required Qualifications:
- Master’s degree in public health, education, gender studies or other relevant specialization,
- 5-7 years proven technical experience in programming and provision of technical assistance
- Strong experience in program design, implementation and evaluation
- Technical expertise in family planning; HIV/AIDS and basic education
- Must be familiar with research and analytical skills
- Experience in reviewing, analyzing and making recommendations on program strategy
- Relevant experience in community approaches, gender and youth development
- Excellent verbal and written English skills, particularly communication skills for diverse audiences
- Demonstrated ability to work in team and/or facilitate teamwork
- Ability to establish and maintain effective partnerships and working relationships with government, donors, ministry officials, community leaders and other development partners
