CARE is seeking an experienced Assistant Country Director- Program Support. S/he will provide leadership and direction for all Country Office operational processes. On the admin side, s/he promotes risk management, ensures contract compliance, and oversees IT, procurement and inventory, logistics, legal functions, and general administration. S/he ensures that all country office program support functions are implemented efficiently and cost-effectively, providing high quality services and information to 'clients' at different levels of CARE, and other stakeholders. S/he fosters a values-based organizational culture, ensuring good internal controls, compliance and conscientious stewardship of an annual budget of $ 12 million.On the grants management side s/he manages the program coordinators who are focused on the implementation of programs and projects (including emergency programs) that effectively address the underlying causes of poverty in line with CARE's Programming Principles. S/he must also ensure that systems and people are in place to ensure the proper management of those projects and programs and oversees grant management and production of timely reports for donors and CARE internally.
The position requires advanced management skills, knowledge of accounting and budget management, a good understanding of Security and Safety principles, as well as the application of 'people-skills' that promote staff development through team-building, coaching, and mentoring.As a member of the Core Management Team, s/he participates in decision and policy making on matters of Program and Program Support.
The ACD-PS reports to the Country Director. S/he collaborates closely with the ACD and Program Quality and Fundraising Director, and serves as the line manager for the Country Office Administrator, the Procurement Manager, Security Officer and the Program Coordinators.

Required Skills:
- Bachelor's Degree in related field;
- 5 years in senior management position in development field;
- Advanced security management skills and experience in South Sudan;
- Knowledge of adminsitration and procurement country office management;
- Excellent knowledge of grants management with various donors;
- Excellent people skills, leadership and motivation.
Desired Skills:
- Master's Degree in related field;
- 8 years in a senior management position in development field;
- Experience and knowledge of operationalizing a rights-based approach;
- Demonstrated experience with proposal development with range of international donors (i.e USAID, EU, DFID,CIDA);
- Experience and skills in organizational change processes.
