Description:
CARE seeks a Chief of Party (COP) in the Democratic Republic of the Congo (DRC). The purpose of this multi-sectoral program is to promote stable socioeconomic recovery in targeted communities in eastern DRC, especially in areas where SGBV and gender inequalities are considered as major challenges to stability and reconciliation.
Summary:
The COP will be expected to coordinate with counterparts implementing similar USAIDâ€funded projects, as appropriate, and complement ongoing efforts as a way to improve conditions in the DRC’s underserved, vulnerable communities. The COP will lead the planning and implementation of the project, overseeing all aspects (programmatic, financial, administrative, personnel). S/He will ensure that all project interventions are of a high quality and lead to measurable impact. This includes, but is not limited to, overseeing the annual work-plans preparation, identifying external technical support needs, ensuring that appropriate management practices are being used in project implementation and the Monitoring and Evaluation systems are being used to provide timely management information. S/he will work in close coordination and collaboration with relevant Congolese government structures, other donors, USAID/DRC implementing partners, local partners, and other relevant stakeholders. This will entail, among other relationships, coordination with provincial authorities in control of provincial development plans and budgets. S/he will facilitate multiâ€organization partnerships or consortiums to be able to bring the diverse expertise and experience needed to design and implement the described activities.
Qualifications Include:
- Advanced degree in Social Sciences, such as international development, social work, public policy or other areas directly related to providing services to vulnerable populations or equivalent experience.
- At least 10 years of progressively responsible experience in international development project management with at least 6 years of experience with human rights and protection of vulnerable groups.
- Previous COP/DCOP experience in financial services and/or livelihoods related project.
- In-depth knowledge of USAID regulations, systems and procedures for managing complex grants programs with many partners and customers is mandatory.
- Strong people management skills with the ability to provide guidance and support.
- Strong communication, both oral and written, strong interpersonal skills, and the ability to develop excellent relations with donor officials and key local stakeholders.
- Experience in designing, managing and implementing programs in an emergency setting.
- Sound understanding of development, political, and human rights issues in DRC; knowledge of Congolese counterparts and donor officials.
- Excellent verbal and written communication skills in English and French
- Verbal and written communication skills in Swahili desired
- Computer literacy ability.
