This is an excepted service appointment not to exceed 5 years. The Development Resources and Disaster Assistance Division (DRDAD) is responsible for coordinating USDA participation in technical assistance, training, and development programs undertaken on behalf of developing nations. Specific emphasis is oriented toward, but not limited to, administering and implementing Agency for International Development (USAID) funded programs under Participating Agency Service Agreements (PASAs) and Resource Support Service Agreements (RSSAs), as well as agreements with other organizations and non-USAID countries. This position is located in the Bureau for Food Security (BFS), Country Strategy and Implementation (CSI) Office, where the incumbent will serve as Program Analyst. The CSI Office plays a critical role in shaping programs led by USAID Missions, supporting partner country processes, and leading communities of practice to help achieve the challenging Feed the Future goal of substantially and sustainably reducing global hunger and resultant poverty. The incumbent will provide a broad range of administrative, programmatic and technical assistance to BFS/CSI, including program budgeting, technical review and reporting requirements. The position will report directly to the BFS/CSI Team Leader while working closely to support the team’s programs and technical staff, as specific tasks require. Required Skills: 1. Demonstrated international agricultural development experience. 2. Demonstrated skill to communicate effectively with diverse groups including universities and other institutional representatives 3. Skills and abilities to design project development plans and to draft detailed scopes of work for effective project activities involving a host of partners. 4. Skill in international agricultural development project management, including demonstrated skill in planning, implementation, monitoring and evaluation, and project reporting.
