Expression of Interest for Consultancy Services for Development of KeNHA Strategic Plan [2013-2017]

The Kenya National Highways Authority (KeNHA) is an autonomous road agency established under Kenya Roads Act 2007 responsible for the management, development, rehabilitation and maintenance of 14,090 kilometers of roads consisting of international trunk roads (Class A), national trunk roads (Class B) and primary roads (Class C).

KeNHA now seeks for an experienced consultant to undertake Consultancy Services to develop a Strategic Plan that will guide in the implementation of its mandate and programmes with broad strategies and activities for achieving the desired outputs and outcomes of the Authority.

The KeNHA Strategic Plan 2013-2017 will be linked to the Constitution of Kenya, the Kenya Roads Act, 2007 and KeNHA Strategic Plan 2008-2012. The Strategic Plan will also be related to the national policy documents such as Kenya Vision 2030, Sessional Paper No. 5 of 2006 and Road Sector Investment Programme and Strategy (2010-2024).

The Authority invites competent and qualified Consultants to indicate their interest in providing the above services.

Interested Consultants should submit an Expression of Interest (EOI) by providing information indicating that they are qualified to perform the required services.

The Expression of Interest must be accompanied by the following mandatory requirements:

i) Consultant’s profile (History, experience as a firm in the relevant field, etc).

ii) Certified copy of Certificate of Registration or Incorporation.

iii) Copies of PIN and VAT Registrations and Valid Tax Compliance Certificate.

iv) List of names and CV’s of Key Personnel and evidence of their professional qualifications.

v) Similar previous experience of services carried out at least for the last 5 (five) years for large Corporate organizations or Government institutions. References from those organizations / institutions and names of contact persons must be provided.

vi) Must demonstrate capability to appropriately articulate the national laws and strategic objectives as outlined in the Constitution of Kenya, the Kenya Roads Act, 2007, Kenya Vision 2030, Sessional Paper No. 5 of 2006, among others.

vii) Must have relevant experience and qualifications in Strategic Planning and Management.

The Expressions of Interest document in triplicate should be submitted in plain sealed envelope clearly marked “EXPRESSION OF INTEREST FOR DEVELOPMENT OF KeNHA STRATEGIC PLAN 2013-2017” and addressed to:-

And be deposited in the Tender box at KeNHA offices, Blue Shield Towers, Hospital road, Upper Hill on or before Thursday 5th January 2012 at 12 noon.

Opening of the bids will take place immediately thereafter at the Board Room, 3rd Floor, Blue Shield Towers, Hospital Road, Upper Hill, in the presence of Consultants/Representatives who wish to attend.
