Position Summary
We are looking for an outstanding Data Demand and Information Use (DDIU) Lead for a large, potential DFID-funded Programme on Maternal and Child Health in South Africa. The DDIU Lead will be responsible for providing programmatic guidance, technical assistance to strengthen evaluation strategies and use of information by specific stakeholders, developing and reviewing monitoring reports and technical documents of the project, and coordinating with other staff to plan and implement strategies to change the culture of data collection and use at community level. This is a full time position for three years based in South Africa.
Key Responsibilities
• Provide technical support to promote routine M&E data collection, availability, usage and ownership in a manner that enhances the programme and promotes sustainability • Design, develop, and adapt data collection and data use methods and instruments to support the project and District-level health management, in alignment with national indicators and priorities • Work with international, project consortium, and country-level partners to institutionalize DDIU tools, training curricula and approaches. Work across results areas to incorporate data use activities at policy/management, facility/services, and community/advocacy levels. • Coordinate the design and roll out of project monitoring activities, in alignment with result output areas as well as national priorities and external evaluation activities. • Synthesise reports of progress against the Logframe indicators and targets. • Contribute to evaluation research on the effectiveness and/or cost-effectiveness of programmes including secondary analysis of existing data and application of costing and cost modeling projections into decision frameworks.
Qualifications
• Masters or PhD in a social science field, MPH, or medical doctor • Minimum 7 years’ experience implementing public health, monitoring and data use, or specifically maternal and child health programmes in a developing country, preferably South Africa.
• Knowledge of monitoring and evaluation methodology including frameworks, data collection, analysis, dissemination, and data use is required • Familiarity with costing and cost modelling strategies and applications • Experience managing data, information, and evaluations on large scale reproductive health, activities are required. • Experience in ‘change management’—capacitating partners and staff to identify information needs and apply evidence to transform program management and policy decisions • Demonstrated ability to collaborate and develop positive working relationships with donors, other partners, and government officials • Strong interpersonal skills and proven ability to develop and maintain effective working relationships across teams and organisations • Strong managerial skills with the ability to plan, organise, coordinate, and implement work inputs from several sources and partners, and manage the simultaneous delivery of multiple outputs is required. • Ability to work independently with little supervision. • Strong computer and writing skills with proven ability to write reports for various audiences as well as ability to use Microsoft Word, Excel, SPSS, EPIinfo, STATA, EPIDATA, and PowerPoint. • Experience working with DFID funded programs is preferred. • Excellent written and spoken English is a must. • South African nationals are strongly encouraged to apply.
