Save the Children/USA (SC/US) is an international non-governmental organization with headquarters in Westport, Connecticut. SC/US works for a future where children, their families and communities and realize social equity and dignity; have access to their basic physical, emotional and development needs. In Ethiopia SC/US operates in both rural and urban settings throughout the country. The Ethiopia Country Office of Save the Children USA is one of the largest operations in Africa.
Save the Children (SC) plans to develop a gender strategy to promote equal opportunities for women and men through its Transformation to Food Security (T2FS) USAID/FFP funded - Development Food Aid Assistance Program. The program is designed to achieve sustainable improvements in food security among vulnerable agro‐pastoral households through ensuring timely food transfers and completion of durable community assets in addition to strengthening the capacity of government of Ethiopia staff and community development partners to plan, implement and maintain program outputs. It is implemented by Save the Children in partnership with Pastoralist Concern. Save the Children seeks to contract a qualified firm to conduct a gender analysis, by engaging program staff and communities in a learning inquiry that seeks to design and context driven gender strategy.
The objectives of the study are:
•Inquire into and document the relation between men and women, power relations, their activities, and the constraints they face relative to each other;
•Document women’s and men’s access to and control over resources that can be used to address disparities, challenge systemic inequalities;
•Through a participatory inquiry in the target community, provide recommendations for developing appropriate context specific interventions to offset existing gender-based differences and/or inequalities;
•Provide relevant information that recognizes the cultural description and potential entry points for interventions, in understanding the different patterns of involvement, behaviour and activities that women and men have in economic, social and legal structures;
•Recommend an appropriate strategy and necessary capacity building components for SC and GoE that can be use to promote equal opportunities for women and men through SC and GoE programmes.
•Provide easy to use tools and guidelines that SC staff can use to deliver gender interventions and facilitate gender change processes, as well as monitor progress.
REQUIRED QUALFICATION AND EXPEREINCE • Proposed professionals for the work must have Master’s degree or above in gender/development studies or related fields with a minimum of five years expereince in the area of Gender Analysis.
•Proven or demonstrated experience in the area of Gender Analysis
• Good Knowledge of the Ethiopian context and specifically in lowland pastoral communities is strongly desired.
• Good knowledge in working with International NGO and Local NGO.
• Ability to adhere to the Save the Children US, Ethiopia Country Office, Child Protection Code of Conduct.
• Ability to adhere to the Save the Children US, Ethiopia Country Office working principles and practices.

•Proposed work plan that indicates all envisaged activities to the end of the final report
•Previous related consultancy work done and references, please attach two reports from such work.
•Cost proposal that covers all consultant’s costs and envisioned costs the study will incur- where data is not available narrate the cost
