PSI/Ethiopia seeks candidates for the position of Social Marketing and Communications Advisor. This position is proposed for “Mulu”, an innovative USAID-funded $50Million flagship HIV combination prevention program targeting MARPS and other vulnerable populations. PSI/Ethiopia is a dynamic country platform with targeted programming in HIV prevention and child survival. The candidate will strengthen the capacity of platform program, communications and research staff to design, implement and evaluate the highest quality targeted HIV combination prevention programs according to local and international best practices. S/he will directly manage the platform technical services department, strengthening senior technical services staff to resume direct responsibility for this function at the end of the advisor’s TOP. In addition, S/he will lead the process of turning research into action through PSI’s DELTA marketing planning process for all essential platform target audience and behavior combinations, and help to strengthen the capacity of platform subpartners in social marketing and communications planning and implementation. The position is based in Addis Ababa, Ethiopia with periodic travel to regional offices. It reports to the Country Representative, works hand-in-hand with DCOP of Programs and Deputy Director, and supervises a team of 10+ staff. Note: in PSI’s matrix management system, this position will manage the research and M&E team with a dotted line relationship to PSI’s technical Regional Researcher, based on Nairobi. While not a full research position, the candidate should be conversant in and comfortable with PSI’s qualitative and quantitative methodologies.

RESPONSIBILITIES:
•Develop and disseminate a strategic process for designing, implementing and monitoring social marketing interventions according to PSI’s Perform framework and DELTA marketing planning process. (Systems/Process strengthening)
•Support Mulu program staff and partners to develop, implement, monitor and evaluate evidence-based marketing and targeted communications plans for MARPS and other vulnerable populations. (Technical Assistance)
•Continuously strengthen the capacity of platform program, communications, research and M&E staff, and of external GoE, technical and subpartners in social marketing and behavior change communications, according to annual plans. (Capacity Building)
•Lead annual DELTA, research and M&E planning and implementation across all programs, according to platform and project priorities, and working effectively with the DCOP/Deputy Director of Programs and Regional Researcher. (Technical Implementation)
•Stay abreast of local and international best practices in HIV combination prevention programming, reproductive health, maternal and child health, contributing to technical fundraising, where required. (Technical Leadership)
•Directly manage the platform technical services department, comprised of the communications, pharmaceutical, research and M&E teams, implementing continuous performance management and technical capacity building. (Management)
•Represent PSI and Mulu prevention with relevant senior staff in key high level technical working groups, meetings and conferences. (Representation)
•Contribute to the development of donor reporting, proposals, success stories, publications, etc.
•Contribute to development and implementation of platform strategic plans and participate actively in the platform Senior Management Team. (Strategic Leadership).
•Perform any other responsibilities as requested by the Country Representative or Senior Management Team.
QUALIFICATIONS: •Masters in Public Health or equivalent post-graduate degree required, advanced degree an advantage.
•10 plus years of providing technical assistance or leadership to targeted international HIV/AIDS programs, preferably in a mixed epidemic setting.
•Demonstrated experience contributing to quantitative and qualitative research formulation, interpretation and dissemination.
•Minimum 5 years international experience with an international health or social marketing organization
•Atleast four years of work experience managing a team in a developing country.
•Demonstrated technical staff management and capacity building experience in a cross-cultural setting.
•Knowledge of cross-cutting public health issues (HIV, maternal and child health and reproductive health) strongly preferred
•Fluency in spoken and written English
•Knowledge of and experience using Microsoft Office
•Excellent writing and presentation skills essential
•Excellent interpersonal communication skills and ability to work effectively with a variety of audiences and organizations essential
