Juba, South Sudan - The Program Manager, Logistics will provide procurement and logistics support for South Sudan programs as well as maintain a link between South Sudan field offices and Nairobi (NBO) suppliers, Samaritan’s Purse (SP) International Headquarters (IHQ) and International suppliers. This position will be the team lead for Procurement and Logistical Requests from South Sudan field offices.
RESPONSIBILITES:
• Main point for communication with field offices regarding ordering, purchase, transport and storage of program supplies • Implementing and developing Samaritan’s Purse system for procurement and inventory management • Responsible for the maintaining, and continuous improvement of the procurement/logistics systems set-up • Having full ownership of supply chain management and ensures delegated staff adhere to donor guidelines • Maintain and update procurement status reports, provide feedback on logistics activities and provide procurement status updates to the Senior Operations Manager on a weekly basis in the report template provided • Ensuring continuous improvement with all logistics and procurement staff with in-house training; identify training needs of staff for external training • Proactively build vendor/contractor lists at field sites and support building and use of lists at different field sites • Facilitate transportation of supplies to and from field locations • Coordinate and network with Government officials and institutions, Non-governmental Organizations (NGOs), local partners and other actors to build positive working relationships • Ensure the aim and strategic goals of logistics and program objectives are communicated amongst logistics staff to create mutual understanding and full support of programs • Oversee the procurement process ensuring all SP procurement policies are followed and correct documentation is obtained, including service delivery contracts • Represent SP at all applicable cluster meetings in Juba of which the logistics cluster meeting is mandatory • Oversee tax exemptions and other customs, shipment documents; coordinate clearing of goods using clearing agents while ensuring that SP always adheres to the applicable law • Create, maintain, and improve national logistics/tracking systems • Ensure that donor restrictions are communicated to and understood by other office staff and main suppliers • Work with procurement staff to prioritize and monitor the daily progression of all goods and services including updating all concerned parties • Oversee the system used for channeling and organizing purchase requests, and purchase orders as needed at the procurement sites to ensure the smooth functioning of the supply chain in and to, South Sudan • Oversee timely and professional processing of all invoices with correct payment request documentation • Advise the Senior Operations Manager and/or Area Logistics Managers and their Area Coordinators of significant logistics issues affecting operations or possible risks, affecting operations
QUALIFICATIONS:
• Bachelor’s degree in business administration, public administration, logistics, supply chain management, or related field • 2 years of proven relevant work experience in administration, operational management, finance, information technology and/or office- base management. Preferably with an International NGO • Thorough knowledge of office administration, organizational management, logistics and supply chain management • Experience in establishing systems and policies for asset management, real time inventory and procurement for multimillion dollar projects • Works well in a diverse team and a pressured environment with a high level of patience & flexibility • Strong ability to improvise and respond to various difficult situations; resilient, level-headed in frustrating environments, diplomatic • Field experience and knowledge of the Region is a strong asset • Proficiency in Microsoft Office • Strong analytical and leadership skills • Strong writing and oral communication skills • Arabic language skills preferred but not required
