Position Summary
We are looking for an outstanding and experienced Team Leader for a large, potential DFID-funded Programme on Maternal and Child Health in South Africa. Working closely with and managing a core staff of technical and administrative programme experts, s/he will ensure that project objectives, outcomes, and deliverables are met and that financial, operational, and reporting requirements of the donor are adhered to. This is a full-time position for 3 years based in South Africa contingent upon a successful award.
Key Responsibilities
• Provides overall leadership and representation of the project, and builds a senior management team able to convey the overall purpose, activities, and achievements of the project. • Manage overall strategic, programmatic, financial, and management responsibility for the project. • Work closely with and manage a core staff of technical and administrative program professionals, as well as to effectively leverage global technical inputs and expertise from across consortium organizations. • Ensure that project objectives, outcomes, and milestones are met and that financial, operational, and reporting requirements of the donor are followed. • Act as the primary liaison with the client as well as with other donors, partners, and stakeholders, including the South African government.
Qualifications
• An advanced degree in public health or a relevant field. • Has at least 15 years of experience of leading international health programmes for with sound knowledge of Health Systems and Primary Health Care in South Africa. • At least 10 years’ experience leading or in a senior management position on international health programmes for key health development partners, including, but not limited to, DFID, USAID, AusAID and the European Union. • Demonstrated understanding of the concept of ‘value for money,’ or how to maximize the investment-to-impact ratio in health decision-making. • Has substantial experience working on reproductive health and health systems strengthening in South Africa. • Demonstrated capabilities in management, institutional capacity building, high-level strategic visioning and leadership.
• Experience in working effectively with district, provincial and central-level government authorities. Familiarity with the political, social, economic and cultural context of South Africa is strongly preferred. • Has deep understanding and knowledge of contemporary health system dynamics in South Africa including extensive experience of working with the National Department of Health. • Has a good technical grasp of reproductive health, health systems strengthening, maternal and child health, and primary health care. • Has excellent strategic, analytical, contracts, people and project management skills; • Has a strong results orientation and commitment to accountability. • Demonstrate strong personal qualities, including integrity, commitment to excellence, equality, openness, inclusiveness and collegiality. • Excellent written and spoken English is a must. • Strong preference for local nationals
