Job Purpose: The Deputy Director of Programme Implementation (DDPI) role is to provide strategic and management direction & support to the programme, lead and manage emergency response activities including the lead in undertaking comprehensive assessments, the development of the emergency response program and as well as maintaining programme continuity in existing areas. The DDPI is responsible for identifying needs and resources and elaborating programme recommendations for the ongoing development & emergency response in line with Save the Children national and global priorities, and expect to lead the start up of a number of new programmes in collaboration with the field management team.
Key Accountabilities: • Contribute to the development, review and revision of SC Southern Sudan programme strategy. This will include participating in country child rights situational analysis, providing input and feedback on revised Country Strategy Plans, AOP and Thematic Programme Plans. • Contribute to engendering a working culture within the programme that encourages learning, flexibility and innovation throughout the programme and a greater integration and synergies between thematic programmes and across the four Areas of operations. • Follow up and improve quality of Field reports, SC regular Reports and review of the AOP and minimum standards. • Cultivate a working relationship with team of Advisors & finance and grants for effective programme quality. • Assume overall management for emergency preparedness & response activities. • Ensure that the emergency strategy, programme objectives and activities are agreed within the context of Save the Children values, aims and objectives and South Sudan programme strategy • Lead, support and motivate assessment team members and take responsibility for all management related issues for the emergency assessment, ensuring that team members have clear objectives and receive meaningful feedback on their performance. • Support field staff programme development initiatives & new areas of work development • Over see & follow up SCiSS is compliant to SC minimum standards, donors requirements, Government, communities and beneficiaries it works with & is adhered to • Support PMs, FMs & APMs in budget preparation, budget monitoring and management • Monitor project work plans are implemented according to the agreed schedule & high quality standards set by the country programme • Support APMs in area strategic programme planning & check new projects fit to the country strategic plan • Support design of assessments and surveys and coordinate with the relevant people at the field level • Follow up on project cost and non-cost extensions requests in collaboration with the field team and grants department • Participate in donors’ meetings, facilitate donors’ field visits and communicate project related issues in collaboration with grants • Follow up partnership agreements, payment arrangements, partners training , partners monitoring and support APMs on partners management • Line manage national based Emergency programme manager, CP project manager, CCM project manager, DCR/MFS II consortium coordinator
