Reporting to the Senior Implementation Director, the Mozambique Country Director is responsible for managing all aspects of the country program, including shared responsibility for strategy development and implementation, preparation and management of budgets, implementation of program initiatives, and team management, to ensure the overall success of the ICAP program. As the lead representative of ICAP in Mozambique, the Country Director ensures that all actions of the country team are consistent with ICAP’s goals as well as donor initiatives and in support of the MOH.
Major Accountabilities:
Leads country program in strategy development, in collaboration with ICAP-NY, Ministry of Health and donors
Guides program administration, implementation and fiscal management
Supervises a team of managers who oversee both administrative and program functions
Coordinates activities with the MOH, donors, and partners
Develops a supportive relationship with the local and national government officials to support them in designing and implementing relevant policies, programs, and activities
Strategically builds and leverages strong, effective relationships with key partners
Oversees the development of annual program work plans
Ensures monitoring, evaluation, and regular reporting on program activities to donors and to ICAP headquarters in New York
Liaises and works closely with headquarters to respond to program requirements, solve issues as they arise, and ensure ICAP’s resources are maximized
Keep ICAP senior management informed of successes, challenges and lessons learned in implementation of programs, as appropriate
Oversees program operations and reporting, including compliance with ICAP, donor regulations/procedures and local policies and laws
Defines and manages annual budgets and ensures sound financial management and accountability
Provide technical leadership to NY-based programming staff regarding proposal development and project activation
Provide programmatic leadership and set priorities for programs in collaboration with the Mozambique-based and NY staff
Assist ICAP programming staff to develop and monitor technical assistance schedules for project activities as needed
Understand ICAP’s current work and past experience in order to speak fluently about and advocate for ICAP in meetings with potential donors and partners
Represent ICAP interests in public and professional circles through meetings, conferences and presentations
Identify and build relationships with the major donors in Mozambique to learn their funding strategies in country
Maintain communication with project directors, governmental bodies, field staff of other cooperating/collaborating agencies, US and other donor missions critical for ICAP’s health programming within Mozambique
Performs other duties as assigned
Minimum Required Qualifications:
8+ years’ experience managing large international health programs with at least 5+ years experience in health programs management in sub-Saharan Africa
MD, PhD, MPH, or other relevant advanced degree
Extensive experience in HIV/AIDS program management
Proven ability to ensure high-quality program outcomes in developing country settings
Understanding of US and other donor communities in Mozambique and or the Southern Africa region
Excellent communication and interpersonal skills are essential, including written and oral communication and presentation skills in English and Portuguese
Good judgment, reasoning abilities and a strong capability to engage team members in decision making
Exceptional problem-solving skills and analytical capabilities
Proven ability to manage and lead teams operating in complex environments
Ability to develop productive working relationships with counterparts in other agencies and organizations worldwide
Proficiency with Windows and MS Office Package, e-mail and standard office equipment
Ability to travel frequently within Mozambique
Fluency in English and Portuguese
Preferred Qualifications:
Experience working in collaboration with local government partners
Experience working with U.S. government or other bilateral donors, especially CDC
In-depth knowledge of Mozambique public health sector actors, including program leaders, government representatives, and on-the-ground organization staff
Demonstrated experience overseeing research studies, basic program evaluations and/or public health evaluations
Travel Requirements:
2-4 International trips and very frequent national trips (~1-2 per month @ 2-4 days) Responsibility for Budgets:
Responsible to oversee all aspects of budget development, monitoring, compliance and reporting Supervisory Responsibilities:
5-6 depending on further re-organization and project development
