As Programme Development Manager (PDM) you are responsible for the development of War Child Holland’s (WCH) programme and project proposals in South Sudan and you ensure that they correspond with WCH mandate. You support line managers to operationalise and implement programmes while ensuring that the work remains effective and relevant to its context.
In collaboration with WCH International Fundraising department, the PDM is also responsible for identifying and developing relationships that are necessary for programme funding, identify and respond to calls for proposals and oversee the preparation of high quality project proposals for funding. Furthermore the PDM will assist the team, communities and partner organisations in developing capabilities for programme planning, monitoring and evaluation.
The PDM works closely with the Programme Support Department at Head Office in Amsterdam.
War Child program in South Sudan
The Republic of South Sudan recently became the world’s newest nation. Due to decades of conflict and mass displacement of communities during the war, access to basic services is severely limited and the country has some of the lowest rankings in human development indicators. War Child Holland has been working in South Sudan since 2006. The programme purpose is to ensure that children, youth, communities and government are able to promote awareness on child rights, protect children from abuse, exploitation and all forms of violation of their rights. The programme achieves this by ensuring a protective environment for children and promoting access to good quality basic education in the Central and Eastern Equatoria States. War Child Holland in South Sudan has its country office in the capital Juba and field offices in Juba and Torit.
The location
Juba is the Capital of the new Republic and is connected by flights to the neighbouring countries. It is a fast growing town of several thousand inhabitants with a booming construction industry and fast expanding informal settlements. Power supply is erratic. Supplies and consumer goods are generally available, though expensive. In spite of limited services, Juba has a wide range of restaurants and a growing number of recreational facilities of reasonably good standard. There is a relatively large International NGO community in Juba with a strong NGO forum that provides a platform for coordination.
Main responsibilities
Realisation of War Child’s programme objectives
• Coordinates the process of developing/reviewing the country strategic plan and programmes; • Advises field location Team leaders on programme management and leads the development of programme tools and formats for planning, monitoring and evaluation; • Advises the (Deputy) CD on program/project content, direction and implementation.
Programme Monitoring and Evaluation
• Manages the PM&E system of the organisation and ensures that it is responsive to programme needs; ensures quality control, coordinates monitoring of program implementation and measuring of program effectiveness; • Evaluates effectiveness and quality of project activities with the programme staff; • Coordinates needs assessments and programme evaluations as necessary; • Coordinates base line studies and programme evaluations.
Fundraising and donor relations
• Leads and facilitates process of developing (and writes) programme and project proposals and ensures that they correspond with War Child’s mandate; • Identifies and develops institutional relationships that are relevant and necessary for fundraising for the programme.
Management of staff
• Manages the programme development advisor; • Coaching of field location teams on programme effectiveness.
Maintain network of contacts/representation
• Represents WCH in meetings at the local or national level, as agreed with CD; • Represents WCH-Sudan in program meetings at headquarters level and maintains contacts with other PDM’s;
Profile
• Relevant academic background (Community Development, International Development, Education, Social Sciences); • Knowledge of participatory assessment and community based programming, understanding of psychosocial approaches; • Experience with the formulation and implementation of policy advocacy strategies linked to grass roots activities; • Proven extensive experience in fund raising and managing donor relations with major donors; • Understanding of quantitative and qualitative planning, monitoring and evaluation tools and processes; • Experience with participatory assessment and community based programming in an (I)NGO and (post)conflict context; • Advisory and interpersonal skills; • Good written and oral expression skills in English a.o. for writing proposals and reporting; • Strong coaching, diplomatic and cross cultural communication skills; • Analytical and problem solving skills; • Demonstrates a creative, participatory and innovative approach to the work; • Willingness to undertake frequent travel; • Experience living and working in complex security contexts.
