Context:
Under the overall guidance of the Head of the Migrant Assistance Division (MAD), and the direct supervision of the Senior Specialist for the Assistance to Vulnerable Migrants Unit, the successful candidate will be responsible for advancing the research and data collection objectives of the Division.
Core functions/ responsibilities:
Manage all components (financial, human resources, and implementation of activities) of the U.S.Department of State's Office to Monitor and Combat Trafficking in Persons (G/TIP) funded global IOM human trafficking database research and technical assistance project.
Manage all components (financial, human resources, and implementation of activities) of the G/TIP funded global health, trafficking and exploitation research project.
Act as the Division’s technical focal point for the project "Study on trafficking, exploitation and abuse in the Mekong sub-region" and support its implementation.
Coordinate the implementation and upkeep of the new Migrant Assistance case management section within IOM's central data collection tool (MiMOSA).
Draft and publish research papers, articles and strategic documents related to migrant exploitation and human trafficking.
Represent the Division at relevant international fora to share findings and recommendations from relevant IOM research.
Provide technical support to the development of policy guidance on matters of concern to the Division, including through the organization of meetings, workshops and conferences to facilitate and promote best practices.
Provide technical assistance to IOM field offices and external actors in the area of data collection and research on human trafficking, including the development of training materials as necessary.
Contribute to developing a new strategy to encourage and facilitate the analysis and research of broader issues affecting trafficked, vulnerable and exploited migrants.
Engage in fundraising together with other relevant Headquarters divisions and/or field offices, including responding to tenders, to ensure continuity of IOM's global trafficking database and related research and data collection activities.
Provide support to IOM Regional Offices and country offices in developing projects and programmes, defining strategies and identifying opportunities for new research and data collection projects/activities, in conjunction with the Regional Thematic Specialist(s), where needed, and strengthening synergies between projects from various geographic areas.
Draw lessons learned from programme development and implementation together with other colleagues, as appropriate (e.g. through contributing to annual reports, participating in project assessment and evaluation teams through special field assignments), and inject these into future organizational developments at the global strategy level.
Maintain and develop close working relations with governmental data collection and research institutions, universities and other research networks.
Respond to internal and external queries and act as the Organization's primary reference point for data on human trafficking and migrant exploitation (e.g for the IOM World Migration Report).
Contribute to the Division's preparation of reports, briefings, and presentations on activities of the Division.
Perform such other duties as may be assigned.

Technical

Desirable Qualifications and Experience
a) completed advanced university degree in Social and/or Political Science, International Relations or related area and with a focus on research methods, or an equivalent combination of training and experience; b) five years (or seven years for holders of an undergraduate degree) of experience in international migration and research matters; c) at least three years of experience undertaking human trafficking data collection and research as well as project management; d) experience in writing papers, briefings, articles and with own work published; e) experience in compiling and managing databases; f) proven expertise in project development with a research and data collection component, fund raising, collaboration with other international organizations and network/partnership building; g) training and experience in conducting data collection and research initiatives; h) capacity to present research results in international events.
Languages
Thorough knowledge of English. Working knowledge of French and Spanish an advantage.
