RECRUITMENT OF THE FINANCE AND ADMINISTRATION OFFICER FOR THE INSTITUTE OF
CERTIFIED PUBLIC ACCOUNTANTS OF RWANDA (ICPAR)
Background
The Government of Rwanda has received financing from the Donors through the KM Basket Fund, and intends to apply a part of those funds fbr the recruitment of the Finance and Administration Officer for the Institute of Certified Public Accountants of Rwanda (ICPAR).
The assignment will he carried out in Rwanda and the Finance and Administration Officer will be reporting to the Chief Executive Officer of ICPAR. The expected duration of the assignment is twelve (12) calendar months renewable upon satisfactory performance.
Key Duties and Responsibilities
The Finance and Administration Officer will provide strategic support in business and financial planning particularly including management and development of policies, systems and processes that will safeguard resources and ensure provision of services both to the internal and external stakeholders in line with the Institute's strategic role of safeguarding Institute resources and enhancing the Institute's long term sustainability. I le/ She will oversee the HR, Finance Administration, Credit control. IT, Procurement functions. He/ she will be accountable to the Chief Executive of the institute on how various programs and its decisions are implemented. The Finance and administration Officer will be responsible for:
- Monitoring implementation of the Institutes strategy and prepare monthly performance reports:
- Design and implementation internal control processes;
- Establish performance management and evaluation systems to enhance efficiency, staff motivation and productivity;
- All aspects of accounting, financial planning and budgeting, compliance with accounting standards. treasury. procurement and administration;
- Establish and implement credit control policy for ICPAR;
- Preparation of cash flow forecasts and enforce budgetary controls;
- Prepare monthly' and quarterly financial reports to inform and aid decision making by the Council;
- Prepare Annual Financial Reports consistent with IERSs in time for annual audits;
- Establish and implement an efficient Information Communication and Technology strategy for ICPAR;
- Develop an assistant(s) in line with succession planning principles;
- Establish a-transparent and accountable procurement system;
- Provide website updates in liaison with the communications department by establishing, enhancing and maintaining a webpage on relevant issues and use innovative strategies to ensure these are beneficial/add value to members and the public.
Qualifications
She will he highly ambitious and a leader with a track record of delivering on key business objectives. He / She will have the following minimum qualifications:
- Hold a professional Accountancy qualification of one of the Accounting bodies that is a member of IFAC and/ or Possession of Bachelors degree in commerce or accounting/ business and completed level two of the professional accounting course.
- Membership in a professional Accountancy Body in good standing is recommended.
- Have at least 2 years of middle management experience, including industry or related experience;
- Should ideally be fluent in Engllish with a working knowledge of French.
- An MBA will be an added advantage.
