Carry out a capacity building needs assessment for the less competitive National Agricultural Research Systems (NARS) in the ASARECA region
The Association for Strengthening Agricultural Research in Eastern and Central Africa (ASARECA) has received a Grant from the World Bank, acting as administrator of grant funds provided by various donors under the Multi Donor Trust Fund (MDTF), toward the cost of the Support to Agricultural Research in Eastern and Central Africa and intends to apply part of the proceeds for consultant services. The services include:
The selected consultant will be required to carry out a capacity building needs assessment for the less competitive National Agricultural Research Systems (NARS) in the ASARECA region
The Partnership and Capacity Development (PCD) unit has developed a strategy which defines the strategic areas where it will focus its efforts in partnerships and capacity development in the sub-region and how this will be done during the short and medium term periods. Thus the purpose of PCD and the strategy is to enhance capacity and partnerships in ASARECA and partners so as to support the impact of agricultural research innovations and CAADP implementation in the ECA sub-region.
It is appreciated that National Agricultural Research Systems/organizations (NARS) in the ASARECA sub-region have different levels of human resource and infrastructure capacities to deliver on their mandates. Some NARS are highly competitive or well resourced, while others are less competitive or under resourced. This difference in capacities of the ASARECA NARS is usually reflected in their ability to attract research grants under the ASARECA competitive grants system (CGS)
To support the less competitive NARS in their participation in ASARECA activities, the PCD unit will scale up and out the SCARDA capacity building approach in six NARS, namely Rwanda, Burundi, Madagascar, D R Congo, Eritrea and South Sudan. In order to effectively undertake this task, a thorough understanding of the current capacity development needs in those countries is necessary.
Objectives
The objective of the consultancy is to undertake a capacity needs assessment of NARS in Rwanda, Burundi, Madagascar, D R Congo, Eritrea and South Sudan and to identify the priority areas that should be addressed over the next two years, based on the SCARDA approach.
