BACKGROUND
The Peace Corps is an independent U.S. Government agency that sends American volunteers around the world to aid countries to fulfill their development needs. The three goals of the Peace Corps are:
To help the people of interested countries in meeting their needs for trained men and women;
To help promote a better understanding of Americans on the part of peoples served;
To help promote a better understanding of other people on the part of Americans.
The Peace Corps currently operates in 74 countries, with over 8,000 American volunteers of all ages and backgrounds.
Peace Corps originally opened its program in Rwanda in 1974, working for 20 years before closing its offices in 1993. It reopened its program in 2008 and Peace Corps Volunteers are currently working in two sectors (Education and Community Health). We are seeking an enthusiastic individual who is a team player and self-starter with moral integrity to fill this vacancy.
BASIC FUNCTION
The DDMO assists PC/Rwanda in implementing and managing the administrative and financial systems and services developed by PC/Washington. The DDMO is a Foreign Service National (FSN) and is responsible for all work in the financial unit including budget formulation and monitoring, general accounting entries for obligations and liquidations, reconciliation and documentation of financial transactions, contracts, and travel authorizations, and supervises Personal Services Contractors. This is a multi-function position requiring a high level of planning, flexibility, creativity, organization, and ethics. The DDMO is the financial and technical expert in the finance office and works directly with PC/Washington, local banks, vendors, staff, and Volunteers to resolve issues. Serves as an expert resource on administrative management matters contained in Peace Corps Manual Sections and Handbooks. In the absence of the DMO, serves as Acting DMO in various matters including signatory authorities of obligations and as receiving officer. Routine tasks may include complex and specialized administration of appropriated and PEPFAR funding, accounting, payroll, budgeting, and financial procedures; conducting trainings; and overseeing projects. Works as Class B Alternate Cashier in the absence of the Principle Cashier.
REQUIRED QUALIFICATIONS
Knowledge:
High level proficiency in finance management, administration, and supervision. Excellent communication skills. Excellent skills in Word, Excel, PowerPoint and Internet.Education:
Diploma or BS in Business Administration or other 4-year university degree in a related field. Master's degree preferred.Prior Work Experience:
Five years experience required; accounting or finance preferred.Language Proficiency:
Fluent English (written and spoken)
Fluent Kinyarwanda (written and spoken)
Fluent French (written and spoken), preferred
Abilities and Skills:
Good interpersonal skills with colleagues, PCVs, and supervisors. Ability to manage accounting records and analyze financial transactions, records, and reports. Ability to meet deadlines, meticulous work habits, attention to detail, and the highest level of integrity required. High proficiency in the use of IT.
