The East African Community is a regional intergovernmental organisation comprising the Republic of Burundi, the Republic of Kenya, the Republic of Rwanda, the United Republic of Tanzania, and the Republic of Uganda with its Headquarters in Arusha, Tanzania.

Job Grade: P3
Job reports to: Deputy Secretary General (Political Federation)
To facilitate and promote policies and programmes relating to political affairs in the Community.
Duties and Responsibilities:
Identify actions and strategies relating to political federation among Partner States;
Develop policies and monitor the development and consolidation of democracy, rule of law, respect for human rights and fundamental freedoms among Partner States;
Identify actions contrary to the interests of the Community or likely to impair the achievement of a political federation and design strategies for addressing them;
Promote and facilitate peaceful resolution of political disputes and conflicts that may arise between and within Partner States;
Formulate strategies and programmes and for the implementation of the Strategy for regional peace while ensuring complementarity with other regional initiatives;
Coordinate the consultative and outreach activities towards the EAC political federation and initiate projects and strategies aimed at promoting political cooperation within the Community;
Follow up on awareness creation and exchange of information in the sector with Partner States, Regional Economic Communities and other international organisations with common objectives.
Initiate projects in the field of human rights and governance and promote the protection of human rights, social justice and democracy;
Coordinate and facilitate meetings of Committees, working groups and Task Forces on initiatives/cooperation under Political Federation and prepare progress reports; and
Follow up on the implementation of Council/Summit decisions in the sector.
Qualifications and Experience:
Masters Degree in Political Science, Law, International Affairs or equivalent degree from a recognised University/Institutions.
10 years of relevant experience, with 5 years at Senior level. Experience in the field of human rights, Working knowledge of policy analysis, development, implementation and monitoring will be an added advantage.
Skills and Competencies:
Good communication, negotiation, presentation, analytical and organizational skills. Have the ability to work independently in a diverse environment, research skills, diplomatic and computer skills and excellent drafting and reporting skills.
Education Qualifications and Relevant Working Experience:
All candidates applying must have qualifications that are recognized by the relevant national accreditation body in their respective Partner State. This condition is applicable for locally and internationally attained qualifications.
All professions that require registration with the specific professional bodies will be expected to do so in compliance with the requirements of their respective Partner States.
Relevant Work Experience:
Internship, training and apprenticeship will not be considered as relevant work experience.

Terms and Conditions of Service:
The above position is tenable for a contract of five (5) years renewable once and is subject to the application of the EAC Quota System.
