Norwegian Church Aid (NCA) is a non-governmental development organisation working to uphold human dignity, promote human rights and accompany poor and marginalised communities in their struggles for economic and social justice. NCA Tanzania is now looking for a Programme Manager motivated to increase the impact of our interventions and to enable faith based partners to engage as civil society actors. We are looking for an organised, visionary and pro-active candidate with in-depth knowledge in community development as well as organisational development. Solid process management and time keeping are expected, in addition to excellent communications skills, leadership experience and team building capacities, as well as ability to work strategically, while keeping high precision when focusing on details. The Programme Manager reports to the Country Representative, is part of the Senior Management Team and supervises the programme staff.
Core Roles and Responsibilities
I. Programme management of NCA Tanzania representation; Responsible for implementation of NCA programmes on i.e. Economic Justice and Interfaith civil society in line with the country strategy; lead necessary changes in geographical focus and thematic scope of the programmes, facilitate ambitious upscaling of prioritised interventions in order to maximise impact; provide Country Representative with strategic advice.
II. Strategic development of partnership; Responsible for developing strong partnerships which can strengthen faith based organisations as civil society actors in the Tanzanian context; responsible for undertaking partner assessments, preparation of partner agreements and implementation of partner capacity building plans; lead necessary changes in partner portfolio.
III. Programme planning, monitoring, evaluation and reporting; Responsible for implementation of solid and cost-effective systems for process management resulting in timely and high-quality deliveries to stakeholders.
VI. Fundraising and finance: Responsible for budgeting and follow-up programme related budget posts; responsible for development of fundraising proposals to different donors.
V. Personnel responsibility: Responsible for programme team building and empowering line management of programme staff, ensure human resource development of staff with capacity building and regular performance development review.
Qualifications
- Tanzanian national with a good Master’s degree in social sciences, law or management. Solid and relevant experience may compensate for lower educational level.
- Managerial experience, including supervisory experience, is a requirement.
- Broad experience within partner based community development work, both at the grassroots and at national level. Documented results from capacity building.
- Experience on dealing and working with different development funding organisations / donors.
- Ability to handle stress and heavy workloads, as well as managing complex processes and deliver on time.
Personal qualities
- Structured, self-driven, energetic and visionary.
- Ability to take initiative, prioritise, delegate and work strategically
- Ability to inspire others and build their skills and capacity
- Excellent communication, writing and cooperation skills.
- Diplomatic skills of building and maintaining relationships with high profile religious leaders, donor agencies executives and other stakeholders.
- Friendly, polite, good sense of humour
- The person employed must be loyal to Norwegian Church Aid organisational values and comfortable with working in an inter-religious environment.
