The Danish Refugee Council/Danish Demining Group (DRC/DDG) is a humanitarian non-governmental organisation founded in 1956 currently working in more than 30 countries worldwide providing humanitarian assistance to refugees and displaced people and communities threatened by land natural and man-made disasters across the world.
Background: To respond the needs of refugees fleeing from the political crises in Burundi DRC has launched an Emergency respond in two Camps namely Nduta and Mtendeli The project aims to ensure that the crisis-affected populations have improved access to humanitarian services, rights and entitlements..
Purpose of the post
The Human Resources Officer, supervised by the Head of Finance and Administration, is expected to provide human resources services services and super head the implementation of Human Resources policies and procedures in DRC Tanzania as stipulated in the Operation handbook.
Responsibilities and Tasks
To achieve the overall and specific position’s objectives the Human Resources Officer will perform and undertake the following responsibilities:
• Compliance with DRC rules and regulations relating to HR and continuous capacity building of all staff on DRC procedures.
• Management and support in career development of human resources of the country programme in close coordination with the supervisors and Country Senior Management.
• To ensure the Human Resources function in the Country Programme is managed in accordance with the Organisation's policies, procedures and practices in Human Resources.
• Provide constructive suggestions to the Head of finance and Administration regarding staff performance.
• Ensure a conducive environment within the office in cooperation with the Head of Finance and Administration.
• To insure the Human Resources Management function in the Country Programme in accordance with the Organisation's policies, procedures and practices;
• Establish or update the appropriate personnel policies and practices for the national staff, in accordance with common practice and custom;
• To ensure Interpretation and adaptation of HR policy,
• Insure HR policies are in line with national legislation.
• Conduct and facilitate the recruitment process and selection procedure in close coordination with the with the relevant supervisers.;
• Conduct a session of orientation for new employees with organization policies, norms, values and work set up,
• Maintain personnel file,
• Support the implementation of DRC’s staff evaluation system, including promotions and appraisals based on requests by the senior mangement.;,
• Conduct Training Need Assessment-TNA in coorperation with the HR and Adminsitraion Coordinator,
• To maintain and update DRC’s human resources database;
• To maintain and update DRC’s staff directory;
• Prepare HR related monthly /quartely reports as required;
• Prepare the monthly salary sheets for national staff;
• Supervise and closely monitor the Leave Record of employees.
• Manage staff timesheets including collection, record keeping and reconciliation with leave records.
• Perform other HR related duties as assigned by the Head of Finance and Administration.
The Personal Specifications are:
Qualification:
Master level or equivalent degree in Business Management (e.g. Human Resources)
Bachelor of Commerce, Human Resources degree holders along with 2 year relevant experience are also eligible to apply.
Experience:
Minimum 2 year experience in the field of Human Resources Management with and INGO at Assistant level or above.
For Bachelor degree holders the Minimum experience is 4 years including 2 years relevant experience with INGO at assistant level or above.
Technical Skills:
Knowledge of ECHO, UN / Donor procedures and practices is added advantage
Language Skills: English are mandatory.
Conditions
Contract: 3 months period, with possibility of an extension based on performance and the availability of funding.
Availability: Immediately
