an office in Tanzania is competitively recruiting for the following positions
to support its peace and
elections project;

The organization is a nonprofit,
nonpartisan organization, dedicated to advancing freedom and democracy
worldwide by developing political parties, civic institutions, open elections,
democratic governance and the rule of law.
POSITION
DESCRIPTION:
1. POSITION: Program Officer
The Program Officer will oversee the development
and implementation of organization’s programs in Tanzania, focusing on electoral and political
processes, and local governance. S/he will assist the Country Director
and work as part of the organization's elections, youth, women and media program
as well as local governance project to develop program strategy, proposals,
concept notes, and reports, organize and implement program activities, assist
program monitoring and evaluation, and oversee program budgets. The Program
Officer will report directly to the Country Director (CD).
Duties & Responsibilities
·
Assist the CD in the management of program and
administrative staff; provide guidance, mentorship, delegation of
responsibility, and adequate oversight of performance;
·
Monitor budgets and expenditures for assigned
program areas, and negotiate and prepare contracts, sub-grants, and other
financial and project implementation documents;
·
Identify and cultivate relationships with
relevant government officials, local partners, and members of the diplomatic
and donor community, and represent the organization at public functions;
·
Fulfill reporting requirements of assigned
program areas, and take lead in the drafting and editing of team documents and
field reports as well as preparation of quarterly and weekly reports and
provide guidance for written work of subordinates;
·
Travel to various parts of Tanzania, as
necessary to support program implementation, reporting, and monitoring and
evaluation;
·
Monitor and evaluate the performance of the
organization and its partner’s activities, identifying successes and challenges
and recommending appropriate program adjustments;
·
Assist the CD to develop short and long-term
plans for specific programmatic objectives, and design, draft and edit project
proposals;
·
Monitor regional political developments, and
provide political and programmatic analysis and recommendations as needed;
·
Any other duties assigned to support specific
program objectives or the organization’s work in Tanzania.
QUALIFICATIONS:
Minimum Qualifications
·
A university degree in either Law, International
Relations, Development Studies, Political Science, Public Policy, or a related
subject; a Master’s degree is preferred.
·
A minimum 8 years relevant professional
experience in either international development, democratic governance, civil
society engagement, policymaking, or legal practice;
·
Fluent in written and spoken English and at
least one other language;
·
Advanced knowledge of the Microsoft Office
suite, and a strong familiarity with desktop publishing software, social media
and online applications
Desired Competency and Experience
·
Ability to collect, analyze and verify
information
·
Experience in developing and maintaining
relations with different groups and organizations including government
officials, donors, politicians, and local non-governmental organizations
·
Advanced understanding and application of
advanced aspects of promoting special interest groups in elections and politics
·
Demonstrated understanding of Tanzania’s
governance context and politics and capacity to analyze the regional political
and electoral environment.
·
Excellent written and verbal communication
skills, with a proven capacity to create clear and concise proposals and
reports;
·
Ability to develop and implement monitoring and
evaluation systems to measure impact and effectiveness of programs;
·
Proven capacity to handle multiple tasks and responsibilities
simultaneously and under
tight deadlines.
·
Demonstrated knowledge or experience working on voter/civic
education, political party strengthening, legal/constitutional/electoral
reform, inclusion and participation of special interest groups inclusion, civil
society empowerment, elections management, devolution processes or local
governance programs; and

POSITION:
Field Accountant
The Field Accountant will assist the
Country Director (CD) in supervising all fiscal, administrative and logistical
operations of the Tanzania Office. S/he also manages office financial and
procurement systems, and supports Tanzania program field logistics and
administration. The Field Accountant will report directly to the CD.
Duties & Responsibilities
·
Support
the CD to ensure that country office complies with the Tanzania laws, rules and
regulations as well as the organization’s administrative, financial and
accounting policies.
·
Fulfill
regular reporting requirements of accounting, logistical and financial
operations of the Tanzania Office, and preparation of relevant documents,
budgets and monthly accounting reports;
·
Assist
the CD in the management of administrative and logistic support staff;
·
Oversee
all Tanzania Office cash and bank transactions, prepare relevant vouchers and
ensure proper reconciliation;
·
Monitor implementation
of budgets and make necessary recommendations to ensure compliance with donor
and organization’s financial, procurement and accounting requirements;
·
Ensure
all the organization’s property are securely kept at all times, and keep an
updated inventory of all the organization’s assets.
QUALIFICATIONS:
Minimum Qualifications
·
A bachelor's degree in Finance plus CPA
·
Not less than with a 3-5 years’ relevant
professional experience
·
Fluent in written and spoken English (fluency in
other languages a plus);
·
Strong written and verbal communication and
presentation skills;
·
Demonstrated computer proficiency and knowledge
of the Microsoft Office suite and basic online applications;
·
Must be able to travel to new environments for
extended periods, and work both independently and as a member of a team; and
Desired Competency and Experience
·
Proven capacity to handle multiple tasks and

Experience working for an international
organization or business or on a donor funded project- preferably USAID
·
Experience in managing logistics/administration
of donor funded projects
3.
POSITION: Program
Assistant
The Program Assistant will provide a full
range of administrative and programmatic support to program staff responsible for the implementation of the
organization’s programs in Tanzania.
The Program Assistant reports to the Country Director (CD).
Duties & Responsibilities
·
Research, write, and edit program documents,
news summaries, and training materials;
·
Actively contribute to team projects and
develops work product in collaboration with other program staff;
·
Communicate with internal and external audiences
including civil society, political parties and governance partners, etc.;
·
Provide efficient and timely action on
administrative and accounting matters, written assignments and submission of
reports;
·
Participate in the monitoring and evaluate
activities including reporting, collection of M & E data and information,
evaluation and documentation of lessons learnt
·
Update and maintain program resource files and
contacts;
·
Coordinate travel and logistical arrangements as
required;
·
Act as a liaison for the organization when
working with its partners;
·
Travel frequently to various locations
throughout Tanzania, independently and as part of a team, to support
programmatic objectives; and
·
Any other duties assigned to support specific
program objectives.

POSITION: Administrative
Assistant
The Administrative Assistant (AA) will
provide a full range of administrative and programmatic support to senior
program and administrative staff for the smooth running of the office on a
day-to-day basis. The
Administrative assistant reports directly to the Country Director (CD).
Duties & Responsibilities
·
Assists
in procurement of office supplies and ensures that procurement procedures meet
the organization’s and donor policies
·
Actively
contributes to team outputs and develops work product in collaboration with
other staff;
·
Provides
logistical support required for meetings, workshops, conferences, hotel
accommodation and travel;
·
Provides
efficient and timely support in all administrative and accounting matters,
written assignments, and submission of reports;
·
Acts
as the store keeper and keeps an updated record of all items purchased;
·
Ensures
that all office and program equipment is maintained in good working order at
all times;
·
Assists
the Field Accountant in preparation of payments as directed;
·
Travels
from time-to-time to various locations throughout Tanzania, independently and/or
as part of a team, to support administrative and programmatic objectives;
·
Ensures
that all administrative and accounts files are up to date and securely kept;
·
Any other duties assigned to support specific
program objectives.

POSITION: Driver/Logistics Officer
The Driver/Logistics Officer (DLO) will provide
efficient and effective driving services for the organization’s staff and
guests, and support a full range of administrative and programmatic needs. The
DLO reports directly to the Country Director (CD).
Duties & Responsibilities
·
Responsible
for driving the organization’s vehicle in a safe and lawful manner;
·
Provides
logistical support as needed to all programmatic and administrative functions
of the Tanzania Office;
·
Ensures
that the organization’s vehicle and its accompanying equipment and parts is well-maintained
and always in working order;
·
Ensures
that all administrative and maintenance files in respect of the organization’s vehicle
are up to date, accurate and securely kept;
·
Assists
in the delivery and receipt of office letters and documents;
·
Travels
from time-to-time, independently and/or as part of a team, to various locations
throughout Tanzania to support the organization’s programmatic objectives and
logistical needs; and
·
Performs
any other duties assigned by the CD or his/her delegate.
QUALIFICATIONS:
Minimum Qualifications

A diploma from a Tertiary learning Institution.
·
A valid driving license
·
A minimum of 8 years’ driving experience;
·
Fluent in written and spoken English.
·
Excellent written and verbal communication
skills.
