We are seeking a dynamic, innovative, self-motivated, and experienced Global HR Development Manager to take the lead on functionally designing, proposing and implementing HR strategies in the following areas: Recruitment and Talent Management; Training and Organizational Development; Compensation and Benefits; HRIS and Performance Management; International HR Coordination and Policies. This position will report to the Director of Human Resources under the Corporate Services Program.

The position will be based at CIMMYT’s Main Campus (located 45 km northeast of Mexico City, Mexico) and will interact with CIMMYT´s regional offices world-wide on a regular basis.
Specific duties and responsibilities of this position include:
- Manage recruitment, training, compensation & benefits, HRIS, international coordination and policies and related team members.
- On all HR related activities, co-supervise the HR contact points at regional offices in collaboration and interaction with CIMMYT Country Representatives.
- Implement robust and reliable HRIS tools sustaining all HR functions (HRM system, Performance management, career development, KPIs, etc.)
- Propose amendments to human resources policies and procedures and manage the implementation of these, with the aim of attracting, developing, protecting, motivating and retaining excellent Staff.
- In particular, design and implement recruitment, training, compensation and benefits strategies and policies globally within the organization and for all staff, including IRS and NRS whether permanent, temporary or consultant.
- Ensure appropriate internal communication within the department over changes within the area of recruitment, training, compensation & benefits, HRIS, international coordination and policies.
- Act as an HR business partner to the programs and corporate services by providing advice on HR inputs on a given situation and contributing to other departments' projects or requests.
- Support operational HR functions managing IRS, NRS, Consultants, Temporary, etc.
- Ensure ethical practices within the department, consistent with the CIMMYT's strategy and values.
- Under the guidance of the International HR Director, prepare and present human resources strategies and reports to the Management Committee, the Board of Trustees and/or other stakeholders.
We are seeking candidates with the following academic qualifications, skills and attitudes:
- Master degree in International HR Management or related field of study (psychology, international trade, etc.)
- 6+ years of progressive HR experience in in a global environment, preferably in HR development, compensation and benefits or global mobility.
- International experience in HR, working in different countries and having been exposed to various cultures.
- Managerial experience.
- Experience working for NGOs.
- Excellent command of English.
- Dedicated, ethical, organized, professional, and a true team player.
The position is for a contract of three (3) years, after which further employment is subject to performance and the continued availability of funds.
