VACANCY ANNOUNCEMENT: COMMUNICATION OFFICER SUPPORT TO THE SPECIAL ENVOY ON WOMEN PEACE AND SECURITY
Notwithstanding the existence of a strong normative framework conducive to the institutionalization of a gender sensitive culture within the AU, the effective implementation of key recommendations in the field of gender, peace and security has been weak at all levels.
In 2003 and 2004, African heads of states adopted the Protocol to the African Charter on Human and People's Rights on the Rights of Women in Africa ('the Women's Protocol') and the Solemn Declaration on Gender Equality in Africa (SDGEA) which endorse the provisions of UN Security Council Resolution 1325 of 2000 on Women Peace and Security, the two documents call for the presence of women in conflict prevention and peace building activities in order to reverse their marginalization and abuse of human rights. Building on UN Security Council Resolution 1325, the Gender Policy of the African Union (2009) equally calls for the effective participation of women in peace support operations, conflict prevention, mitigation and post conflict reconstruction and development efforts, as well as for an increase in women participation in all processes aimed at maintaining peace and security and avoiding relapse into conflict.
At the beginning of 2014, the Chairperson of the African Union Commission appointed a Special envoy on Women, Peace and Security to emphasize the commitment of the African Union to promote the protection and advancement of the rights of women, in particular those affected by violent conflicts in Africa. It was also a reaffirmation of AU's efforts to ensure that women play an active part in conflict prevention, resolution and peace building.
The Special envoy will work closely with the Gender peace and security programme and other departments of the African Union to ensure that gender is mainstreamed within the African Union agenda and that the voice of women is included in the full peace and security spectrum. Major Duties and Responsibilities
The Communication Officer is tasked with developing, managing, co-coordinating, networking, implementing and monitoring a communication strategy and associated products and activities on an on-going basis with public audiences, with the objective of promoting awareness, understanding, support and respect for women's rights. He/She will carry out the tasks in line with the work of the Office of Special envoy on women, peace and security and in close collaboration with the Gender, peace and security programme. He/she will develop a data base of key media outlets and maintain close collaboration with them to facilitate wider dissemination of undertakings by the Special Envoy office and the GPSP.
Communication strategy: The Office of the Special envoy on Women, peace and security and the Gender Peace and Security Programme have a clear communication strategy and associated work plan ensuring that awareness of women participation in peace and security and vulnerabilities of women and children in conflict as well as the actions taken by the AU to address them come to light to advocate for increase participation and protection, increase support for action and where necessary assist with fundraising.
Media relations: The Office of the Special Representative of the AU Chairperson on Women, Peace and Security has a well maintained and continually developed contact list of journalists and media outlets covering all media - print, TV, radio, web, photo etc. - and a successful process of communicating and maintaining regular contact and close collaboration with the media to communicate the story of the Commission's efforts on women, peace and security.
Networking and partnerships
the Office of the Special Envoy has a well maintained and continually developed contact list of individuals, groups, organizations and fora whose support is essential to/can assist in achieving the advocacy and communication objectives. Effective working relationships with AU Departments, AU Member States, development partners, bi-lateral and multi-lateral, UN communication counterparts are developed, maintained and enhanced.
Global priorities and campaigns
The Commission has an effective process in place for integrating and taking action on its communication priorities, campaigns and partnerships on women, peace and security disseminating these elements in an effective way.
Resource mobilization support
Global and continental level fund-raising activities are supported by effective advocacy and communication strategy and activities.
Monitoring and evaluation
Communication baselines are established against which the achievement of objectives of the communication strategy are regularly evaluated; analysis is undertaken to continuously improve the effectiveness of communication strategy and activities; results and reports are prepared and shared.
Capacity building and support
The AU Communication Team is provided with professional expertise and advice on all aspects of external relations communication on Women, Peace and Security.

Tenure of Appointment
The appointment will be made on a fixed term contract for a period of one Year (1), of which the first three (3) month will be considered as a probationary period.

Remuneration
The salary attached to the position is a fixed monthly lump sum of US$ 6,002.83 (P2 Step5) inclusive of all allowances for internationally recruited staff, and US$ 5,035.86 inclusive of all allowances for locally recruited staff.
