Catholic
Relief Services (CRS) is an International NGO specializing in Relief and
Development activities through working with local partners.
CRS,
with UNICEF, will implement a water, sanitation and hygiene (WASH) project in
Mbeya Rural and Mbarali District Councils in Mbeya Region and Makete District
in Njombe Region with two local partners Caritas Mbeya and Sustainable
Management and Environment Action (SEMA.) The CRS and UNICEF partnership will
improve the quality and quantity of drinking water and sanitation services by enhancing
regional and district level capacity, building and strengthening effective
local water user entities, fostering private sector participation, and advancing
good health, hygiene and sanitation practices for rural communities in Mbeya
Rural, Mbarali and Makete Districts.
The
WASH Project Manager will be responsible for leading the implementation of school
and community WASH project activities as well as providing technical guidance
and leadership to a team of five on the school WASH, Community Water, Hygiene and
Sanitation components. The Project Manager will also ensure that health related
activities are focused on the
development of appropriate environmental health and behavior change
interventions as part of the overall WASH project.

Position
Title: Project Manager - Water, Sanitation & Hygiene
Location:
Mbeya
with 60% travel to all project districts (Mbeya Rural, Mbarali District, Makete
District)
Report to: Water
& Resilience Director
Duration: 1 year, with possible extension
Primary Responsibilities
1. Ensure that the health and sanitation component of the
WASH project are properly planned;
2. Ensure that all activities are properly coordinated
with UNICEF and local partners for the project;
3. Use appropriate project management tools to plan,
review and track progress on project implementation;
4. Support the country program’s efforts to harmonizes its
Health, Water/Resilience, Agro-enterprise/Livelihoods and Vulnerable Children
programs;
5. Collaborate with UNICEF, school committees, parent
groups, key Local Government Authorities in all three districts, Ward and
Village Development Committees and other stakeholders in carrying out field
activities of water, sanitation and hygiene programs;
6. In coordination and collaboration with Project
Officers submit monthly, quarterly and annual reports in line with UNICEF’s
Partner Cooperative Agreement requirements and in accordance with expectations
and requirements set by CRS;
7. Ensure careful stewardship of funds, accurate and
accountable budget management and timely delivery of project activities and
achievement of project milestones;
8. Conduct regular monitoring visits to school and
community projects to ensure timely implementation and also follow-up to ensure
effective utilization of project funds
9. Work with partners to support timely project advances
and liquidations;
10. Provide direct programmatic and financial management support,
supervision and mentorship.
Secondary Responsibilities
·
Train CRS
partners in planning, implementing and monitoring of project activities
·
Develop work
plans with the partners, and other staff responsible for the project
·
Provide monthly
progress report to CRS and CRS partners
·
Develop systems
for partners to collect the health, sanitation and hygiene related data for the
project
·
Support partners
to work with government institutions and likeminded NGOs
·
Represent CRS on
relevant committees and at external meetings and functions when requested
·
Perform any other task that may be assigned to him/her by the
management of CRS
Qualifications
·
BSc degree in Public
Health, sociology or related fields;
·
At
least 3-5 years’ experience implementing WASH projects;
·
At
least 5-8 years working in water, sanitation and hygiene at community and
school levels;
·
Experience
implementing participatory approaches such as CLTS, PHAST, CHAST, conducting
Gender Barrier Analysis and experience conducting formative research;
·
Knowledge
and understanding of gender dynamics and transformation related to water,
sanitation in rural communities;
·
Strong
communication skills and high capacity to work together with other colleagues in
a multi-cultural team;
·
Fluency in
Microsoft Office package (Word, Excel, PowerPoint) and SPSS or other
statistical packages preferred;
·
Self-starter with
an ability to work independently, meet deadlines and maintain continuous
communication with the Water & Resilience Program Director;
·
Professional knowledge
of English and Swahili;
·
Documented
evidence and strong references that demonstrate experience supervising staff in
and implementing projects of a similar nature.
