Kpmg Advisory, is continuously seeking for qualified professionals from around the world to foster its Experts Center for short and long term assignments. KPMG target is to include within its network of advisors, worldwide specialists with a significant background and competence in the field of Public Administration Reform covering all its aspects from Public Finance Management and Fiscal Decentralisation to Business Process Modelling and Reengineering and Human Resources Management, and including the Democratisation Process and Rule of Law. These specialists should be able to provide excellence in delivering technical assistance, research/studies/presentations and capacity building, evaluation and assessment services thanks to their relevant donor funded international experience in designing and implementing policies and projects related to:
· Assessments, diagnosis and recommendations on PFM reforms (ministries/governments/sectors)
· Experience in budget reforms and/or public finance management at sub-national levels
· Experience in the design and/or implementation of public administration reform processes with a special focus on decentralisation, reengineering of processes, human resources and change management;
· Fiscal policies and Tax reduction, Revenue (e.g. direct and indirect, personal and corporate, exercise)
· Budgeting (e.g. policy, planning, preparation, execution, reporting and audit)
· Public Accounting Systems (e.g. chart of accounts, single/double, cash accruals)
Eligible candidates should have international experience, have worked preferably with different donors and in particular with the EC, boast at least five years of professional experience in their field of expertise and able to commit to the highest quality standards.
Fluency English and excellent communication skills and ability to work in a multicultural environment are compulsory.
