Technical Specialist Institutional Development - Infrastructure Based in Nairobi, Kenya; with time on mission in Somalia 1. BACKGROUND ILO in Somalia is promoting peace and stability through the development and delivery of Decent Work. The Somali Decent Work Programmes support the creation of productive and decent employment opportunities, innovative community-based social protection schemes building on existing practices and strengthens labour governance and administration. The ILO support centres on enabling the social partner’s - central and local governments, workers, the private sector and communities - create governance and institutional structures, capacities and processes and the enabling environment promoting development investment and the creation of decent employment and social protection mechanisms. Additionally, the ILO supports the development of capabilities for all to engage in productive employment and social and economic development. ILO works within the One UN framework, and is supported by the European Commission, and governments of UK, Norway, Denmark, Sweden and Japan among others. 2. DUTIES AND RESPONSIBILITIES Under the direct supervision of, and reporting to the CTA ILO Somalia Programme, the Technical Adviser will be primarily responsible for the technical and institutional capacity development and delivery of employment intensive infrastructure investment components (more information - www.ilo.org/eiip). They will complement the work of other team members and be an active participant within the team ensuring ideas are generated and taken through to implementation. They will also collaborate with other ILO country programmes/projects, local and international cooperation and implementing partners.
The Technical Specialist will contribute to the following Programme activities: - SPECIFIC Ensuring coherence with Programme components, technical soundness and value for money, the incumbent will:
- Be responsible for designated elements/components or whole projects taking responsibility for developing, planning and implementing employment intensive infrastructure investment policy, institutional and technical capacity development and related/complementary actions.
- Advise, assist and manage the establishment of appropriate policy and institutional frameworks, structures, processes and tools (at central, regional and local levels) for design, management, delivery and evaluation of employment intensive infrastructure investment strategies, programmes/projects.
- Assess, advise on, and develop technical and institutional capacity development strategies, programmes and packages, and manage their delivery for the establishment and institutionalisation of capacity and capability development within central and local governments, the construction industry and private sector, communities, development actors and academic institutions, and other counterparts.
- Monitor and evaluate results and impact of the employment intensive infrastructure programme components
- Manage and participate in the development and delivery of skill and competency development amongst agreed partner organisations.
- Manage assigned team members and partners in a manner fostering personal development. Ensure results are met through direct management, peer management and delegation as appropriate
- In liaison with the Project Managers and Officers and Programme Officers, prepare necessary donor reports, building on agreed formats to report monthly/quarterly activities.
- Define, specify and lead procurement of external collaborators/ consultants; manage and supervise external collaborators/consultants ensuring timely delivery of quality outputs.
- Facilitate internal/external Programme evaluations, audits and related evaluations and assessments.
- Organise and facilitate contacts, study tours and interactions at local, regional and international level, to share and build knowledge which will benefit the Programme.
- Contribute to development of media and communication initiatives to enhance the visibility of the Programme and its donors plus deliver key points with regard to lessons learned and innovative ways of working developed.
GENERAL 1. Participate and contribute to Programme and thematic collaboration and other processes. 2. Make significant contributions to mobilization of funds for the ILO Somalia Programme developing project proposals for new projects, maximizing opportunities for interagency collaboration. 3. Take an active part in specialist fora with regard to infrastructure sector and other related sectoral working groups where there is employment potential in the UN system or the wider Somali Support Secretariat. Also, in liaison with colleagues, take forward ILO’s position in cross cutting themes such as rights to/at work, HIV Aids and environment. 4. Contribute to “one UN” harmonization processes within the various Somali development frameworks. 5. Play an integral role in ensuring ILO continues to fulfil its mandate within the overall UN system and continue to raise its profile through influencing, working with and guiding other entities in the areas of ILO’s mandate. 6. Assist in the improvement of systems for Programme management, logistical and support services. 7. Promote the ILO Decent Work agenda as it applies to programme/project activities. 8. In collaboration with Programme Officers under the management of the CTA, ensure UN security (MOSS and EMOSS) compliance of Programme activities and safeguard Programme personnel and assets. 9. Any other specific functions that may reasonably be assigned from time-to-time by the CTA of the ILO Somalia Programme.
QUALIFICATIONS AND COMPETENCIES 1. An advance degree in public sector administration, engineering or infrastructure related management or institutional development with a strong background in one or more of the following areas, public sector institutional reform and capacity development, private sector development, decentralisation and local service delivery, employment intensive infrastructure programme development and management. An additional qualification with project management a significant plus. 2. At least 8 years of experience in the development sector, infrastructure sector building integrated employment intensive practices, public and private sector institutional and technical capacity development and local economic development work. Experience or demonstrable ability to learn within a compressed time period, with the UN, preferably the ILO, system will be a distinct advantage. 3. Experience in post conflict countries an advantage. 4. A proven leadership and managerial capability in the context of collaboration with administrative structures of developing countries, with local representatives of donor agencies, and with a heterogeneous team composed varied skills and cultural backgrounds. 5. An ability to establish good working relations with all colleagues with a background different from their own and be able to communicate effectively and impart their knowledge to subordinates and national counterparts; 6. Demonstrated resilience and an ability to work in a complex, changeable, environment where the need to develop and manage process, and build the capacity of institutions. 7. Willingness to travel and work in Somalia given requisite UNDSS security clearances. 8. Excellent command of English both spoke and written and good report writing skills in English. Knowledge of spoken Somali would be an added advantage. 9. Demonstrable ability to manage projects, administrative and accounting systems at distance through the use of ICT.
