Major Responsibilities:
Provide technical leadership in the design and implementation of monitoring, evaluation and learning systems.
Specific Job Responsibilities:
Lead the development and implementation of M&E learning systems of the project
Ensure timely and accurate data collection, analysis and reporting
Ensure the project monitoring and evaluation systems enable measuring progress and provide timely feedback to managers to make sure project targets are achieved within time and/or to make the necessary changes
Assist the project staff in performance review of the project and managing changes necessary to fully achieve the objectives/targets of the project
Assist in the analysis of financial performance against progress on a regular basis
Ensure the delivery of quality M&E training and technical assistance to CRS and partner staff
In collaboration with program staff, ensure that lessons are documented and disseminated
Ensure periodic review of the M&E learning systems and make improvements when needed
Take a lead in baseline, mid-term and final evaluations
Assist in compiling annual work plans and ensure the M&E system enables the collection, analysis and reporting of project outcomes as per work plans
Ensure proper utilization of M&E resources (financial, material and human)
Support and strengthen capacity of CRS and local implementing partner staff through provision of the necessary tools and guidelines and direct technical assistance
Foster strong relationship with HQ/EARO technical advisors to provide adequate technical support to
CRS and partner staff
In collaboration with HQ/EARO staff identify and roll out appropriate Information Communication
Technologies for Development (ICT4D)
In collaboration with HQ/EARO staff, develop and carry out a learning agenda rooted in evidence-based approaches
Supervisory Responsibilities:
Supervise M&E Project Officer (s)
Key Working Relationships
Internal: Project staff, Administration and Finance staff, and CRS East Africa and Headquarters Technical Advisors. External: Implementing Partners, Tanzania government sector offices, and other stakeholders.
Qualifications and Skills:
PhD or Masters in a relevant (Statistics, Economics, Knowledge/ Learning) or related fields
Minimum 5 or 7 years of experience in M&E
Experience using participatory methods for facilitating multilevel learning process
Strong quantitative and qualitative analysis skills, with proven ability to work with statistical software such as SPSS.
Experience in working in partnership with local organizations (faith-based and other local organizations)
Experience in GIS mapping
Physical Requirements/Environment: Based in Dar es Salaam with 30-40% travel time
