In collaboration with National Offices, develop and implement a highly affective emergency preparedness, response and disaster risk reduction capacity building program.
KEY RESPONSIBILITIES:
- Develop a National Rapid Response Team (NRRT) capacity development program
- Collaborate with subject matter experts in developing NRRT training modules
- Work with respective National Offices to implement the developed NRRT training program
- Review, update, and contextualize Track I and II training modules
- Support EAR National Offices in developing the capacity of respective Disaster Management Committees
Regional Surge Capacity - Collaborate with peer Southern Africa and West Africa HEA Capacity Building Advisors in reviewing, and re-establishing the Africa Rapid Response Team based on lessons learned from recent large scale responses in the three regions.
- Collaborate with peer HEA Capacity Building Advisors from across all WV Regions to ensure that identified capacity building best practices are adopted and used in EAR surge capacity building initiatives.
- Work with the Associate Director for the EAR HEA & DM Learning Center to put in place a mechanism that enables regional rapid response team members to be quickly accessed and deployed when called upon.
Disaster Risk Reduction - Work with EAR National Offices to conduct a regional baseline aimed at establishing the current status of DRR mainstreaming.
- Support National Office DRR champions to promote DRR integration in all project management cycles.
- Support National Offices in the process of working with communities to review and revise community disaster risk reduction plans (CDRRPs) using lessons learned from various parts of Africa.
- Work with the Associate Director for the EAR HEA & DM LC to identify, document and disseminate good DRR practices.
- Establish a virtual regional DRR platform through which the regional DRR community of practice will be able to network, share ideas and continuously learn from each other.
External Coordination & Networking - Represent WV at various regional humanitarian capacity building and DRR working groups, especially those under the Inter-Agency Working Group (IAWG) framework.
- Support the Associate Director for the HEA & DM LC in developing sustainable working relationships with the academia in the area of both humanitarian training and DRR.
- Internal Coordination & Networking
- Ensure that key Partnership HEA capacity building and DRR stakeholders are either well informed or involved in key decisions related to the two themes.
Resource Mobilization - Develop a capacity building fundraising strategy which will ensure related program initiatives continue to receive adequate funding.
- National Office Disaster Management Capacity
KNOWLEDGE, SKILLS & ABILITIES:
- A minimum of 7 years experience in relief/ development organizations
- Must have at least a Masters Degree in relevant field.
- Excellent working knowledge of all key disaster response standards.
- Experience with integrating DRR in project management cycles.
- Experience working with multiple inter-agency stakeholders.
- Experience in managing disaster response programs.
- Excellent adult learning facilitation skills.
- Strong empirical knowledge of the humanitarian industry including humanitarian charters, laws and standards.
- Strong commitment to WV’s vision, mission and core values.
- Skilled in developing and implementing adult capacity building programs.
- Ability to travel at least 40% of the time
