To provide overall leadership in design and implementation of World Vision South Sudan’s Juba Area Rehabilitation Program. This position will entail planning, support and management of the program so that activities and outouts remain on track and the program achieves its objectives. The ARP Coordinator will be responsible for documentation and review of program related information and will guide the design and development of projects within the Juba
KEY RESPONSIBILITIES:
- Participate in the design of the Juba Area Rehabilitation Program along with new project.s
- Work closely with the M&E team to develop a Design document that is LEAP aligned while meeting the needs of the donors.
- Initiate and support liaison with other key sectors in WVS for the development of multi-sectoral projects and project plans.
- Provide guidance to ARP Project Officers for preparation of project design documents and reports per donor requirements.
- Make sure that all partners are appropriately included and informed during and after the design process. (Partners: Community, CBO, Government officers, Support office, etc…)
Program Management (Implementation) - Ensure quality of implementation including appropriate structures, internal and external standards, staffing, resources and policies.
- Monitor the impact of projects and promote learning by documentation of best-practices. Use this information to support decision-making processes and follow-up to make necessary adjustments.
- Analyse and evaluate the impact of proposed changes regarding scope, report findings and solutions. Proactively manage changes to continuously improve service delivery, in accordance with timelines, budgets etc.
- Continuously monitor the implementation of the project to ensure that the project systems and staff are working to achieve the project goals and objectives and that the project is maintaining World Vision and donor accountability standards. Ensure all grant requirements are adhered to.
- Approve project expenditures and contracts according to the Levels of Authority Manual and evaluate budgeted and actual expenditures with the Finance team and the Integrated Operations Director.
- Ensure that day-to-day administrative support for the program is in place.
- Ensure clear understanding of project assumptions by all partners to aim at effective and timely achievement of project goals, outcomes and outputs. Facilitate good understanding by ARP team and WVSS
- Support Departments regarding the impact of WV policies on project-service delivery and operations.
Reporting: - Ensure high-quality reports are submitted in a timely manner and according to donor requirements. Guide Project Officers in compilation and evaluation of information that relate to the program’s objectives and providing complete and accurate presentations or reports both internally and externally.
- Work closely with Operations and the DME team in ensuring that all reports meet donor requirements.
- Ensuring that all Program related reports and data are stored systematically and a copies of same updated to the PIH and also sent to the operations department.
- Coordinate donor and management visits and ensure to provide necessary information, security and arrange travel during their stay at the ARP.
Monitoring and Evaluation: - In close coordination with other sector-heads and DM&E Department, design and adjust tools for monitoring and evaluation.
- Monitor program progress, projects’ expenditure against approved budgets, anticipate any deviations and recommend and take action on relevant and required adjustments.
- Provide fullest support to the DME team in carrying out the baseline study, semi / annual reviews, and evaluations during the lifespan of the program.
- Systematically allocate sufficient resources inclusive of time, budget and staff to carryout DME activities during the life span of the project.
- Guide Project Officers in compilation and evaluation of information to reach sound decisions and provide complete and accurate presentations or reports, particularly regarding sector-specific issues.
Capacity Building - Establish and maintain excellent and supportive working relationships with national and international staff.
- Maximize team diversity and launch team-building activities to achieve organizational goals.
- Responsible for pro-active promotion of capacity building activities for staff and organizational development.
- Identify and actively promote the ARP team to effectively use opportunities to build capacity of partner organizations, and to promote the sustainability of their work.
Liaison and Networking - Liaise with Government officials and donors, UN-bodies and other partners wherever appropriate and required.
- Establish transparent relationships with all Partners, including identification of their priorities and concerns and managing expectations
- Establish and maintain liaison with South Sudanese counterparts and partner agents (including steps to build open and working relationship with partners who represent the Sudanese beneficiaries whom WVSS is serving.)
- Effectively network and express ideas and concepts clearly and persuasively to donors and Government representatives – act as Advocate of local communities’ stated/identified needs.
- Inform and educate a variety of Partners on the current state of operation and WVSS’ projects including an understanding of the social and political contexts in all WVSS program sites.
- Effectively represent WVSS operations and mission when accompanying visitors, e.g. donor and/or Government representatives, journalists and other delegations to project sites
- Project Design and Strategy Development:
KNOWLEDGE, SKILLS & ABILITIES:
- 3 years experience in program management (assessment, proposal development, report writing, evaluation etc).
- Excellent track record in proposal development, funding acquisition and management of major government grants.
- Demonstrated experience in programme or project design, implementation, monitoring, evaluation and report writing.
- Programming knowledge of specific sectors (NFI/ES, Food Aid, Education, Food Security, Water & Sanitation, Health, Nutrition, Child Protection, Peacebuilding) an added advantage
- Ability to work in high tension and high security risk situations and be able to adapt to rapidly changing contexts.
- Knowledge of and adherence to the Red Cross and NGO Code of Conduct and capability of incorporating standards in design, implementation and evaluation of relevant projects.
- Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments, and physical hardship conditions with limited resources
- Excellent analytical/problem-solving skills and detail-orientation.
- Excellent English communication skills (oral and written).
- Proven organizational skills and time management.
- Must have clear understanding of working of major donors.
- Excellent computer skills, familiarity with MS Word, Lotus Notes, MS Excel and Power Point would be an added advantage.
