Education Development Center (EDC) is a leader in international programs and research. Established in 1958, EDC designs, delivers and evaluates innovative programs to address some of the world’s most urgent challenges in education, health, and economic opportunity. EDC expects to have an increasing presence in Tanzania and is looking for exceptionally qualified and committed individuals with the below qualifications for an anticipated child labor elimination program in Tanzania.
Monitoring and Evaluation Officer
The Monitoring and Evaluation Officer (M&E Officer) will be responsible for implementing the monitoring and evaluation activities, including the coordination of an externally conducted impact evaluation, for an efficient, results-oriented program ensure the reduction of child labor incidents and enhance livelihoods in agriculture and domestic service sectors. S/he will also serve as the liaison and point of contact with external evaluation contractors throughout the life of the project. S/he will coordinate with the Government of Tanzania and the International Labor Organization to develop and roll out the national Child Labor Monitoring System (CLMS) and build the capacity of local government officials to manage and sustain the CLMS.
Qualifications:
Bachelor’s level degree required, Master’s or PhD preferred.
At least three years of progressively responsible experience in the monitoring & evaluation of international development projects, preferably in child labor, agriculture and/or livelihoods/microeconomic growth or a related field.
Knowledge of USDOL or other US Government reporting requirements would be an asset, including experience designing and implementing comprehensive monitoring and evaluation plans (CMEPs),GPRA, rigorous impact evaluation design, and working with external consultants for third party evaluations.
Experience conducting gender analyses and operations research strongly preferred.
Understanding of national level MIS approaches and existing government databases/data collection
Excellent written and oral communication skills in English required, proficiency in Kiswahili preferred.
Proficiency in word processing, spreadsheet (preferably Microsoft Access and Excel), and presentation software (Microsoft) as well as other database and statistical applications (SPSS, SAS or STATA)
