Background/ Justification:
The Department of Social affairs has been undertaking programmes and activities in the implementation of the AU Commission’s (AUC) Policy Framework for Sustainable Development of Sport in Africa (2008-2018) which strives to achieve greater unity and solidarity between countries and peoples of Africa and to promote their economic and social development, through sport. The Sport Policy Framework and the Architecture for Sport in Africa aims to harmonize the areas of intervention, synergy, complementarity and concerted development strategy for sustainable sport for development and peace; and to create and maintain harmonious relations between actors in the African Sport Movement.
In seeking to achieve these objectives, the African Union intends to strengthen its capacity to deliver, by amongst others, the implementation of the Policy Framework for Sustainable Development of Sport in Africa (2008-2018) and the Architecture for Sport in Africa.
The Department of Social Affairs in carrying out its role to implement the Sport Policy Framework and the Architecture for Sport in Africa is seeking to recruit an Expert. The Expert will develop a Plan of Action for implementation and including the organization and management of the African Games.
Job Description
The objective of the position is to coordinate the implementation of the Sport Policy Framework and the Architecture for Sport in Africa for the Department of Social Affairs.
The Expert will undertake the following tasks:
To coordinate and monitor the implementation of the AU plan of Action on Sport; and Policy Frame work for Sustainable Development for Sport in Africa and the Architecture for Sport in Africa;
To follow-up, monitor and report on important activities pertaining to Sport and ensure that Sport issues are mainstreamed within the programmes of AU Commission;
To monitor the implementation of policy instruments and decisions regarding Sport at national level, and regional level and compiling progress reports;
To undertake research and conduct studies on the over-all Sport situation on the Continent, and to analyze and prepare related policy documents and reports and policy briefs.
To cooperate with the REC’s, UN Agencies, AU specialized institutions, Organization, NGOs and CSOs dealing with Sport research and advocacy for the development of policy documents and reports and briefs and for raising awareness and maximizing implementation of decisions and programmes;
To assist in the preparation and organization of the meetings including the AU Conference of the Ministers of Sport as well as activities in Sport and the dissemination of information on related AUC policies and programmes;
To participate in seminars, workshops, conferences on issues related to Sport and disseminate information on the AUC’s programmes and strategies;
To assist the Head of Division in the coordination and administration of the work of the Division; Work closely with ANOCA and AASC to ensure successful preparation and hosting of the African Games and provide interface to ANOCA,AASC other sports confederations and agencies to promote grass root sport development including sport for development programmes in their activities;
To produce and submit the periodic reports on activities including specific missions and progress reports on the implementation of various policy instruments and decisions on Sport;
Develop a strategic marketing plan to achieve greater awareness and understanding of the African Sport Architecture (ASA)
Identify and seek partnerships and collaborative opportunities within the networks of African Sports Architecture and maximize these to achieve synergies, greater funding and global visibility. Provide technical expertise to the department for proper planning, budgeting and reporting on implementation;
Use and promote sport as a vital tool to emancipate youth, women and people with disabilities as well as an integral vehicle for the teaching of life skills.
To perform any other duties as may be assigned.
SUPERVISION
The Expert will work under the supervision of the Head of Sport Division Department of Social Affairs.
QUALIFICATIONS AND EXPERIENCE REQUIRED
Educational qualifications: Candidates must have at least a Masters Degree in Sport, Development Studies, Social Sciences, Physical Education and Training, Physical Therapy, or any other relevant disciplines.
Work experience:
Candidates must have at least 8 years of appropriate experience in Sport related issues, at national and international levels of which at least 5 years should be at management level.
The Expert must have experience in the following:
i. At least five to eight years experience in working on sport development and for development and Peace programmes, management and coordination of sports events at national and international level;
ii. At least five years in policy analysis and policy development or related areas;
iii. Intensive knowledge and experience of Africa’s development issues is essential;
iv. Knowledge of the AU and its programmes desirable;
v. Good analytical skills, using both qualitative and quantitative methods;
vi. Excellent and proven report writing skills;
vii. Excellent knowledge of English and good working knowledge of French would be an asset;
viii. Good knowledge of Word, Excel, and PowerPoint (to create and format documents, spreadsheets, and presentations);
ix. Ability to deliver quality product on time and willing to undertake extensive work and meet tight deadlines
Other Relevant Skills:
Working knowledge in the areas of policy analysis, program / project management; Experience in management with ability to facilitate interpersonal relationship, organize and motivate others and working in a multicultural environment; Excellent writing skills and be computer literate (word processing, spreadsheets, data analysis, Power point);

Salary scale: Grade P3
Duration of Contract
Twelve (12) months with possible extension depending on necessity, performance and availability of funds.
REMUNERATION: The salary attached to the position is an annual lump -sum of US$74,538.17 inclusive of all allowances for internationally recruited staff, and
US$ 64,868.51 inclusive of all allowances for locally recruited staff
