PURPOSE OF POSITION:
FPMG has provided technical assistance for 265,000 metric tons of food programming, valued at US$ 176 million and reached 7.8 million people, mostly women and children from start of FY10 until May 2010.
The purpose of this position is to provide senior leadership within the organization to quality food resource programming and management and new food resource use, product development by creating new program models, designing, managing and implementing food programs from across multiple donors that result in improved food security. This entails guidance to the PDNP team in supporting National Offices and food-resourced projects worldwide aimed at achieving high quality food programming and impact. One of FPMG’s strategic goals relates to portfolio growth. The following constitute FPMG’s portfolio: a) the primary focus of FPMG’s portfolio is beneficiary coverage through quality food programming, particularly focusing on vulnerable groups; b) WV/FPMG responds according to the level of need, and c) the secondary focus is tonnage of food handled.
KEY RESPONSIBILITIES:
- Lead & manage the PDNP team, providing leadership in quality development programming, design, monitoring expertise to WV’s food programs worldwide exceeding US$ 300 Mio in more than 30 countries
- Provide strategy and operational support for FPMG and PDNP as required
- Contribute to smooth operations in FPMG (also in particular with other FPMG units (FAMER and ISSP) through engagements in various WV-internal and external fora
- Drive operational and evidence-based research
- Develop innovative and replicable models of food resource use that foster food security in relief and emergency contexts in:
- HIV/AIDS programming in ADP contexts, augmenting HIV/AIDS HOPE initiative, seeking strategic partnership with WFP
- Incorporating school feeding into primary educational element of ADPs
- Use of food to contribute to development of community resilience
- Use of food to contribute to peacebuilding within communities as part of WV’s transformational development approach
- Set, maintain and promulgate quality standards and best practices in food aid/ food security to field staff, regional staff and HQ through:
- Provision of on-site technical assistance
- Formal training workshops
- On-the-job training
- Manage external relationships with key donors & stakeholders (incldg.USAID, USDA, WFP, FANTA, CIDA, EU) via participation & attendance at meetings & conferences
- Public Donor Engagement
- Global donor strategies, thematic focus, funding cycles studied and utilized for donor engagement of NOs
- Plan and lead research dissemination roundtable with key stakeholders
- Contribute at international donor meetings on thematic area of food programming
- Engage with SO’s to identify new funding opportunities
- Support establishment of M& E systems and humanitarian accountability mechanisms in food programming, based on LEAP-aligned food programming
- Provide leadership and guidance in field evaluations, surveys, assessments, market analysis
- Promote development, testing and institution of ongoing monitoring of food prices, markets, policies
- Promote food related operational research, learning and the documentation of WV’s food resource programming and management of best practices improving its effectiveness & efficiency
- Provide leadership to pilot projects and research, e.g. Household Vulnerability Index (HVI) pilot in three countries, facilitate engagement with Government and donor representatives for further uptake
- Provide and disseminate evidence for policy influence and advocacy
- Masters degree or higher in agriculture, nutrition, economics or similar related field, preferred.
- At least ten years of experience in food aid or food security-related public donor proposal development with a proven, successful track record including at least 5 years international experience.
- Must be familiar with USAID/FFP and/or USDA regulations and internationally accepted standards for food aid and food security programming.
- Requires strong interpersonal skills, excellent writing and analytical skills, good verbal skills, and good command of the English language – proficiency in French will be an added advantage.
- Must have the ability to communicate cross-culturally and be cross-culturally sensitive.
- Knowledge of word processing and spreadsheet software. 30% International and domestic travel is required.
PREFERRED: - Master's Degree or Higher in agriculture
