Consultant for Developing Information Plan Aiming to Consolidate the Relationship between the National Assembly and Society

Within the framework of the cooperation between the United Nations Development Programme and the State of Kuwait and the high interest in activating the role of the National Assembly in exercising its legislative, oversight and representative functions, the two parties agreed on implementing the “Support Project for the National Assembly Secretariat”. The project aims at strengthening the capacities of the National Assembly Secretariat for better parliamentary practice that could contribute to the country’s five – year National Mid – range Development Plan (2010 to 2014) as part of the strategic vision for Kuwait in 2035. Achieving this objective will include developing a long – term training plan to strengthen the Secretariat of the National Assembly in which the establishment of a Parliamentary Training Center plays a big role. Purpose of the Assignment: The consultant will be responsible for developing comprehensive information plan for strengthening the relationship between the National Assembly and society.

Duties and Responsibilities

Conduct of a series of consultations with the National Assembly Secretariat staff and media. Identifying the objectives for the a joint committee between the National Assembly and the media for covering the National Assembly work as well as raising the societal awareness on what the Assembly is doing. Development of the terms of reference for the joint committee between the National Assembly and the media. Designing and conducting of a workshop for the media correspondents on the basic parliamentary roles and procedures, and the media responsibilities in highlighting those roles and procedures. Designing of special parliamentary programmes for broadcasting, TV and press. Organization of a workshop for the Information Department of the National Assembly Secretariat on the public relations and how to deal with the media. Organizing and designing, in coordination with the Ministry of Education, of programmes covering the National Assembly activities in the various schools as part of the awareness campaign. Expected Output: The consultant shall produce a comprehensive information plan for developing the relationship between the National Assembly and the society, including the establishment of a joint committee between the National Assembly and the media as well as the designing of the programmes and organizing of the workshops that enhance the relationship. Methodology: The consultant will submit an inception report indicating his work strategy. The consultant will produce a first draft of the report for the discussion with UNDP, the Training Department and the General Secretariat of the National Assembly. The consultant will produce the final version following the inputs and contributions. Reporting: The consultant will submit weekly progress reports in addition to the inception report, first and final report drafts to the Project Manager and the Director of the Training Department in the National Assembly. Timeframe: Inception Report: 10 days Report First Draft: 50 days Report Final Draft: 30 days Total days: 90 days

Required Skills and Experience

Education: Advance degree in social or political science, law or related fields. Experience: Ten years of experience in developing information plans. Previous experience in similar assignments is required. Language Requirements: Arabic and English.
