Chemonics seeks a chief of party for an anticipated five-year USAID-funded land project in Ethiopia. The project aims to assist the Ethiopian government to implement, administer, and streamline its land policy and support long-term adaptability to land-related economic, environmental, and social changes. The project is expected to increase the capacity of local institutions to generate high-quality evidence-based research on land-related issues; support the Ethiopian government in the continuation of mapping; and increase the understanding of access to land laws, policies, regulations, and legal judgments. Responsibilities include:
- Provide leadership, overall program direction, and sound technical expertise to ensure that program implementation assists the Ethiopian government to confront challenges surrounding land policy implementation
- Serve as the project's principal liaison with USAID staff, local institutions, and client partners to exchange information and develop professional relationships
- Play a lead role in interacting with the Ethiopian government counterparts, donors, and other key stakeholders
- Supervise a diverse professional staff
- Advanced degree in land management, law, public policy, or a related field
- Minimum 10 years of experience managing USAID or other donor-funded projects
- Experience as a chief of party, especially for a USAID-funded project, preferred
- Experience working on land tenure, land law, and legislation or related issues
- Expertise in capacity building and training
- Ability to liaise with local government, stakeholders, and counterparts
- Demonstrated leadership, versatility, and integrity
- Excellent written, verbal, and cross-cultural communication skills
- Experience in Ethiopia and knowledge of cultural context preferred
- English fluency required; Amharic language capabilities preferred
