The position will support the Care and Treatment program’s needs for strategic information as CDC Tanzania responds to President Obama’s call to increase treatment coverage by 50% across PEPFAR programs. The Senior Advisor: Transition Projects will focus on providing technical assistance in measuring the impact of efforts to maximize program efficiency and coverage without degrading quality and assist with the development and refinement of economic modeling led by CDC Atlanta by facilitating access to key economic data and providing insight and guidance to the designated technical lead on the management of the Clinical Strategic Results Unit (SRU).
The position will support the CDC Country Director and PEPFAR Coordinator in the transition of the interagency Advisor: Global Fund position to a staff person with adequate administrative and organizational development skills to support Global Fund activities across the spectrum of HIV, malaria and TB by providing key transitional support to minimize lack of continuity in this critical area for USG and the United Republic of Tanzania.
Task Requirements:
Under this task order, the contractor will independently provide all labor, supplies, material and equipment (exceptions noted below) in support of the Centers for Disease Control and Prevention (CDC) and the Presidential Emergency Plan for AIDS Relief (PEPFAR) partners in accordance with this Statement of Work in support of CDC by providing the following services:
At the request of, and with direct supervision provided by, the Country Director and/or Associate Director of Program:
• The Contractor shall assist relevant senior managers, technical advisors and/or team leads of specific program areas to identify and develop the necessary skill sets to completely take over responsibilities that are not easily taken on without specific historical knowledge, perspective and problem-solving skills that need to be developed with the assistance of the Transition Projects Consultant. Requests will be developed on a case-by-case basis in areas related to Country Operational Plan (COP) development, development and evaluation of HIV care and treatment efficiency measures, provision of fiscal data to support economic modeling, and leading of the Clinical SRU. Requests will also be made on a case-by-case basis to attend specific CDC and/or interagency meetings. • The Contractor shall assist the Advisor: Global Fund to identify and develop the necessary Global Fund-related skill sets to effectively assist the USG in maximizing the impact of the Global Fund in Tanzania. Requests will be developed on a case-by-case basis to facilitate this transition.
Task Deliverables:
Specific task deliverables will be developed by the Country Director, Associate Director of Programs and/or PEPFAR Coordinator on a case-by-case basis.
• In all cases, the consultant will be required to develop a work plan and timeline within 2 – 5 working days of being given the assignment (the number of days will be provided with the assignment). • Weekly or monthly written progress reports (also defined when the assignment is provided) are required in collaboration with the staff member(s) whose transition the consultant is supporting.
• In all cases a brief final project report outlining key successful areas of transition and potential areas of vulnerability with recommendations for monitoring and mitigating such vulnerabilities will be required.
Minimum Qualifications and/or Certifications:
• Graduation from an accredited university with a medical degree from an accredited medical school • Five or more years of PEPFAR field experience required. Non-HIV international health systems and clinical experience preferred. • Demonstrated previous experience managing the CDC Tanzania HIV Care and Treatment Program and supporting the USG interagency team and CDC Tanzania with respect to the Global Fund strongly preferred. • Excellent time and project management skills • Level IV English proficiency required • Willingness and ability to effectively communicate in English (Speaking, Writing, and Reading) on a daily basis with various groups. • Level I Kiswahili proficiency (preferred ) • Willingness and ability to work approximately 50% time • Willingness and ability to be located in Tanzania strongly preferred
