Child Protection Emergency Response Manager - South Sudan

The Child Protection emergency response Manager will lead the child protection response within Upper Nile region in South Sudan. This will include responsibilities for managing child protection in emergencies response in Upper Nile working with children affected by conflict and children on the move. The Child Protection Manager will support psychosocial support programming in IDP transit sites and host communities as well as supporting the implementation of standard operations procedures for Family Tracing and Reunification. The Child protection Manager should ensure that all aspects of work are undertaken in accordance with World Visions Policies and appropriate working relationships are developed with the Ministry of Social Development, international and national NGOs and other relevant authorities and organizations. This post is anticipated for a period of 12 months, with potential for extending or shortening that is dependent on funding.


KEY RESPONSIBILITIES:
      Project management
    • Implement the objectives of a UNICEF-funded emergency Child Protection project – including Family Tracing and Reunification, Psychosocial support through child friendly spaces and interactive peer activities and capacity building of government partners and community based structures in child protection.
    • Ensure the timely delivery of a quality project (ensuring effective reporting mechanisms are developed and are operational, regular monitoring occurs against log frame, individual work plans are developed and performance management is undertaken).
    • In conjunction with the Child Protection Advisor (Juba) adjust project strategy and operational and management plans as context changes (as required).
    • Recruit, train and manage national staff members, providing mentoring, personal development plans and capacity building opportunities.
    • Manage, in conjunction with the Finance & Grants Manager, the project expenditure requesting for amendments where needed.
    • Ensure appropriate monitoring and evaluation systems are in place, support staff in all monitoring processes and provide regular reports on progress.
    • Support the development and follow up of a case management system working with unaccompanied and separated children, and other vulnerable children and investigating possible options of alternative care where needed

      Partnership management
    • Maintain working partnerships with the Ministry of Social Development to continue support with basic training of social workers and case management systems
    • Build and maintain partnership with International and National NGOs in child protection in emergencies
    • Where appropriate and possible, initiate new partnerships with local NGOs, CSOs and community volunteers for the continuation of CFS activities.

      Coordination and advocacy
    • Represent World Vision and take a proactive role in the Child Protection sub cluster, and take a leading role to strengthen a child protection system.
    • Ensure interventions are developed in partnership with authorities and other key stakeholders, including local partners (where present) and aim to establish/strengthen processes and mechanisms at state, county, payam and boma levels.
    • Promote the participation of children in all aspects of the response where possible and appropriate.
    • Contribute case studies and stories to the communications department, as needed.
    • Ensure that project interventions continue to be informed by and integrated with other core sectors of education, health, livelihoods, WASH and Food Aid

      Technical
    • Keep abreast of good practices and also policy developments within the sector and other closely related themes – both within World Vision and the international policy arena.
    • Actively promote technical learning and contribute to the development of effective tools that will enhance the quality and integration of programming throughout the team, organization and sector.
    • Ensure that the project is implemented in accordance with recognized international standards.


KNOWLEDGE, SKILLS & ABILITIES:
      REQUIRED:
    • At least two years international experience in relief and rehabilitation programmes, including experience of child focused programming within a disaster or conflict or post conflict context
    • University degree in community development, social work or other relevant degree
    • Experience in leading and coordinating a team
    • Ability to communicate and maintain tactful relations with relevant local authorities in political and militarily sensitive environments
    • Flexible to work in field and travel for long hours for meeting the project requirements
    • Strong communication skills including the ability and willingness to listen, to give opinions and advice
    • Initiative, flexibility and breadth of vision, whilst also showing attention to details
    • Proven experience of clear report writing and documentation
    • Good security awareness and experience of living and working in an uncertain security environment
    • Good diplomatic and negotiation skills combining tact, toughness and cultural awareness.
    • Commitment to World Visions Child Protection Policy

      PREFERRED:
    • Masters degree in community development, social work or other relevant Masters
