- a major role in both long term/chronic and acute/rapid onset emergencies analysis and formulation of policies for country aid strategy
- a key role in building resilience and helping reduce the risks of humanitarian crises including climate change, disasters, food insecurity, violence or conflict
- establishing close and constructive relationships and networks with partners in country, regionally, or internationally
- identification, design, commissioning and monitoring implementation and impact of humanitarian projects, programmes and policies (see technical competency framework for detail).

As an A2 Humanitarian Adviser you will:
- Manage humanitarian programmes

Desired Skills & Experience
Humanitarian Advisers are required to have a masters degree or equivalent. Knowledge and experience gained working on or in developing countries and/or in fragile and conflict affected environments, is required.

This is a unique opportunity to work at the cutting edge of humanitarian assistance in a complex, conflict affected environment, contributing to poverty reduction in Africa’s newest country. South Sudan is an challenging place to work – it faces high levels of poverty, extremely limited government capacity, very poor infrastructure, an exceptionally broad ethnic mix, major unresolved political and economic issues with the Republic of Sudan, and complex internal political dynamics.
South Sudan suffers from high levels of humanitarian need related to flooding and food insecurity, with 21% of the population food insecure, despite a good harvest in 2010 and good indications for 2011. Institutions in the South are in their very early stages of development and state capacity to deliver humanitarian assistance is currently low. There is a capable humanitarian community and a strong Humanitarian Coordinator, but with limited capacity nonetheless to address the full extent of humanitarian needs across the emerging country.
