PRIMARY RESPONSIBILITIES
The Chief of Party (COP) will provide overall leadership and technical excellence in program management, financial oversight, and ensuring timely implementation and reporting for this project. S/he will assume day-to-day technical and managerial responsibilities, working closely with USAID, the Ministry of Health (MOH), local implementing partner organizations, and other stakeholders. The COP will be responsible for negotiating and managing sub-agreements with selected local partner organizations, and serve as the supervisor for senior technical and operations project staff. S/he will report to the Director for East Africa Programs based in Chapel Hill, North Carolina, USA.
ESSENTIAL FUNCTIONS
- Represent IntraHealth at high-level meetings and in interactions with USAID/South Sudan, South Sudanese government counterparts, local organizations, faith-based organizations, and other stakeholders.
- Ensure that the project delivers results and safeguarding overall performance, including management and oversight of technical, operational, and administrative staff.·
- Develop and implement annual program work and management plans.
- Develop and maintain relationships with senior USAID, MOH, non-governmental organizations (NGOs) and the wider international health and development community in South Sudan to ensure collaboration, coordination, and support for the project.
- Ensure project compliance with USAID and IntraHealth guidelines, timely submission of high quality project financial and technical deliverables such as monthly and quarterly reports.
- Conduct daily project management, and frequently travel to project sites in Western Equatoria State (WES) and Central Equatoria State (CES).
Desired Skills & Experience
EDUCATION/EXPERIENCE REQUIREMENTS
- A Master’s or higher degree in Public Health, Nursing, Health Administration, or a related discipline with 10 or more years of professional experience managing large health programs in resource-constrained countries. Significant experience in Africa preferred.
- Experience as a supervisor and COP of large USAID or other USG health programs, managing financial and human resources of comparable value.
- Significant expertise in managing complex projects within a multi-partner, multi donor environment.
- Ability to build productive and proactive relationships with USAID, government Ministries, NGOs, faith-based organizations, private sector groups, and other donors.
- Strong interpersonal skills and accomplishment in strategic visioning, leadership, networking, and problem-solving as well as effective liaising with senior-level policy makers.
- Proven knowledge of health systems strengthening (HSS) issues and trends, and the ability to integrate HSS with key health areas such as maternal and child health, reproductive health and family planning, malaria and/or HIV/AIDS.
- Strong verbal and written communication skills in English required. Arabic language skills highly preferred.
