Monitor has already established a reputation as a highly effective and respected organisation at the centre of a fundamental change in the NHS: the establishment and regulation of foundation trusts. The Health and Social Care Act has established a new and expanded role for Monitor as the Sector Regulator for healthcare in England.
In its new role, Monitor’s core duty will be to protect and promote the interests of patients by ensuring economic, efficient and effective healthcare service provision that also maintains or improves the quality of those services. To do this, Monitor will license providers of NHS-funded services in England, regulate prices, enable integrated care, prevent anti-competitive behaviour and ensure service continuity in the event of provider failure.
The Director will play a central role at Monitor and will lead its work to protect and promote the interests of patients by preventing anti-competitive behaviour and by enabling the integration of care. The successful candidate will have the breadth necessary to successfully build and fully establish a new function that will be fundamental to Monitor’s Sector Regulator role.
Candidates will be established and successful experts in competition law and/or economics, with track records of both thought and team leadership, and of delivering efficient and high-quality casework.
