The Finance Sub-Directorate consists of two Units, Budget Administration Unit and Financial and Treasury Management Office. This position falls under the Budget Administration Unit. The incumbent will analyze cost trends, prepare cost models, estimates, and alternative planning scenarios to assist the Head of Budget Administration in formulating and establishing Budgets and Forecasts; monitor and report financial performance against approved budgets; and assist generally in the implementation of new systems and procedures to enhance financial reporting and budgetary control. Primary Duties • Under the supervision of the Head of Budget Administration and in close coordination with Assistant Directors and Directors, participates in formulating, analyzing, verifying and consolidating budget proposals for the assigned (Sub) Directorates and Externally-funded Projects;
• Monitors the approved budget on a continuous basis to ensure that expenditure is in-line with approved activities and to ensure that expenditure does not exceed budgeted amounts;
• Prepares relevant financial reports to Senior Management and Project Managers and provides the necessary analysis to support the reports;
• Participates in preparation of standard budget formats, tables as well as guidelines and instructions for various budget submissions;
• Works with the Accounting arm of the Budget Administration unit and with the Financial and Treasury Management Office, to ensure that the accounts correlate closely to the General and various Specific Budgets including Externally-funded Projects,
• Works with HR and its Pay Office to budget, monitor and control the Pay budget and associated Organizational positions, the financial impact of un-liquidated obligations, and the Full-Time Equivalent (FTE) summary status for the Organization;
• Assists in the development of financial policies and charge-out procedures;
• Represents the Head of Budget Administration at meetings with Budget-holders, project managers, external project sponsors or donors, etc. to provide clarifications on INTERPOL's budget spend and on accounting policies and its Financial Regulations;
• Performs other related work as assigned.
Post Requirements All candidates will be assessed on the under mentioned requirements and should indicate how they meet them.
Education
• A professional accountancy or financial qualification preferred or a University degree preferably in Financial Management, Accounting, or Business Studies is required; Experience • Prior direct working experience of at least 4 years required in Management Accounting, including Budgetary Control and Variance Analysis, with detailed understanding of Costing and Accounting principles and procedures, including IAS/IFRS and/or IPSAS, and prior experience in handling Project Accounting, is required.
• Strong computer skills, particularly with ERP systems (SAP preferable) and Business Intelligence reporting software.
• Experience of working within a public sector / law enforcement environment would be an advantage.
• Experience of working in an international or multicultural environment would be highly desirable; either from employment in an international organization or from participating in e.g. international working groups, joint international projects etc.
• Strong communication skills are required.

• Ability to work under pressure to tight deadlines. Working Conditions • Remuneration for appointment on contract: The starting salary for Grade 5 is EUR 3 344 per month for a step 1.
