PURPOSE OF POSITION:
To coordinate and manage implementation of Integrated Access to Strengthened Services for Early Recovery in Tambura (ASSERT) civil engineering component. This will also involve design and supervision of Borehole drilling, Water supply construction, Water spring Protection works, Rain water harvesting systems installation at household level, and training of community water committees and overseeing hygiene promotion activities within the project area in Western Equatorial Region.
KEY RESPONSIBILITIES:
Undertake design and supervision of water supply development including water supply installation and borehole drilling, Water supply construction, Water spring Protection works, and Rain water harvesting systems installation at household level. Develop design plans, working drawings, technical specifications, bill of quantities as per approved standards by the Ministry of Water Resources & Irrigation Prepare tender documents for purposes of soliciting bids/tenders from contractors. Liaise with supply chain department in selection of contractors through cost effective ways. Establish and oversee implementation of systems for efficiently controlling the quality of works; closely tracking works progress against payment and work plans, and controlling the quality of the final construction outputs. Coordinate and supervise implementation works including managing construction contracts. Supervise contractors overseeing construction and rehabilitation of building at health facilities as per set standards ensuring quality control. Ensure optimal use of financial resources in the project through timely requisitioning of all necessary supplies/contracts for project implementation. Manage construction budgets components to ensure an appropriate and efficient use of resources in the area of operation. Coordinate community mobilization with view to participating in availing labor and locally available construction materials etc as required. Liaise with beneficiary community and local authorities in the selection of project sites. Under take water quality (microbial, physical and chemical) analysis against government and WHO set standards using portable laboratory water analysis kit. Prepare of project documentation including monthly project reports on implementation/ construction status. Coordinate day-to-day operation and financial management of the construction works in the field in accordance with the project work plan. Representing the organization and actively participating in County or State level coordination meetings.
KNOWLEDGE, SKILLS & ABILITIES:
REQUIRED: Degree in Civil Engineering from a recognized institution. Good skills in use of computer software programs; particularly MS Word, MS EXCEL, Civil AUTOCAD Civil 3D, or other computer aided design packages, email/internet communication, etc. At least 5 years experience in design of structures and supervising construction/rehabilitation of water supply systems, Borehole drilling and equipping, Rainwater systems using community based approaches for resource mobilization. Proven skills and experience in construction contract management. Knowledge in tactics of community mobilization and development. Proven experience in administration, including financial management. Ability to work under difficult circumstances in remote locations with limited supervision. Must be able to maintain good interpersonal relations and have emotional intelligence.
