Program Description
ICAP-Swaziland is a program of the Mailman School of Public Health at Columbia University in New York City. Since 2008, with support from PEPFAR, ICAP-Swaziland has provided technical assistance to the Ministry of Health (MOH) and health facilities in the development of family-focused, multidisciplinary HIV/AIDS care, and treatment programs. These programs seek to decentralize HIV care and treatment to the primary care level in three of the four regions of Swaziland: Hhoho, Lubombo and Manzini.
In 2010 ICAP, along with the MOH and CDC, began implementing a large-scale national HIV incidence research study (SHIMS) to measure the impact of the planned male circumcision and other national HIV prevention campaigns. ICAP also provides technical support to the MOH to strengthen M&E capacity, and works with the MOH and nursing schools and bodies to strengthen the capacity of the nurse workforce in Swaziland. ICAP-Swaziland’s main office is in Mbabane.
Overall Job Function
Reporting to the Senior Implementation Director and the Regional Program Director, the Country Director –Swaziland is responsible for managing all aspects of the Country program, including shared responsibility for strategy development and implementation, preparation and management of budgets, implementation of program initiatives, and team management, to ensure the overall success of the ICAP program. As the lead representative of ICAP in Swaziland, the Country Director helps to ensure that all actions of the country team are consistent with ICAP’s goals as well as donor initiatives and in support of the MOH.
Duties and Responsibilities •Guides program administration, implementation and fiscal management. •Supervises a team of managers who oversee both administrative and program functions. •Coordinates activities with the MOH, donors, and partners. •Develops a supportive relationship with the local and national government officials to support them in designing and implementing relevant policies, programs, and activities. •Strategically builds and leverages strong, effective relationships with key partners. •Oversees the development of annual program work plans •Ensures monitoring, evaluation, and regular reporting on program activities to donors and to ICAP headquarters in New York. •Liaises and works closely with headquarters to respond to program requirements, solve issues as they arise, and ensure ICAP’s resources are maximized. •Oversees program operations and reporting, including compliance with donor regulations/procedures and local policies and laws. •Defines and manages annual budgets and ensures sound financial management and accountability. •Leads and/or participates in the preparation of grant proposals. •Performs other duties as assigned.
Required Qualifications •MD, MPH, or other relevant advanced degree. •Requires a minimum of 8 years of related experience with at least 5+ years experience in health programs management in sub-Saharan Africa. •Experience supervising international and national staff. •Proven ability to ensure high-quality program outcomes in developing country settings. •Extensive experience in HIV/AIDS program management. •Demonstrated experience overseeing large-scale research studies, basic program evaluations and/or public health evaluations. •Previous budget and fiscal oversight responsibilities. • Strong organizational, diplomatic, and written and oral communications skills. •Demonstrated experience working in dynamic environment where changing priorities may require a high degree of operational flexibility. •Exceptional problem-solving skills and analytical capabilities. •Strong team-building skills and demonstrated experience in situations requiring cultural sensitivity. •Proficiency with Windows and MS Office Package, e-mail and standard office equipment.
Preferred Qualifications •Experience working in collaboration with local government partners. •Experience working with U.S. government or other bilateral donors, especially CDC.
Staff Size •The Swaziland program has a staff of approximately 55 FTE’s. In addition to the FTE’s (and depending on specific studies), the staff may be supplemented by temporary research staff. As of April 1, 2011 the temporary staff numbers approximately 200 researchers.
Additional Reporting Relationship •Depending on specific studies, the Country Director may also have a dotted line reporting relationship to the Principal Investigator (PI) for the course of the study.
Travel Requirements •The Country Director will be based primarily in Swaziland and will be expected to travel throughout the country visiting treatment sites and other facilities. In addition, there will be 3 to 5 international trips per year requiring overnight travel.
