SALARY: FSN-12 (ETB 194,663 to ETB 350,399) depending on the candidate's earning history, qualifications and experience. This position may initially be filled at a trainee level which is equivalent to FSN-11 (ETB 161,209 to ETB 290,173).
MAJOR DUTIES AND RESPONSIBILITIES: Under the Program Management Office (PRM) chief, the Senior Program Development Specialist is the principal staff member responsible for providing advice and guidance on a wide range of Mission strategy, program budget, program and activity design, implementation, and reporting of USAID assistance to Ethiopia. He/she oversees the Mission’s program budget process: formulation, justifications to Congress, requests, allowances, pre-obligation requirements, obligation mechanisms, tracking and reporting. The incumbent serves as principal liaison with USAID/Washington with regard to all program budget processes and actions, and analysis, design, planning, organizing, staffing, assessments, evaluation, and reporting of all USAID assistance to Ethiopia. He/she works closely with Government of Ethiopia’s Ministry of Finance and Economic Development (MOFED) counterparts, including up to the State Minister level with regards to the Strategic Objective Agreements (SOAGs), program planning, programmatic and financial reports, host country agreements/contracts and other bilateral issues.
MINIMUM QUALIFICATIONS: In order to qualify, the applicant must possess the following:
EDUCATION: A BA degree in Economics, Management or related degree in the field of development is required. Masters degree in a related field is preferred.
EXPERIENCE: At least seven years of senior level experience with the Government of Ethiopia, NGOs, and/or donors in the field of budget and program Management is required. Sufficient management experience to provide a firm grounding in how public and private sector entities function in Ethiopia and project cycle management is essential. Experience with regional operations is desirable.
LANGUAGE: Level IV (Fluent) English proficiency required in both spoken and written English. Fluency in Amharic is also required.
KNOWLEDGE, SKILLS, AND ABILITIES: A thorough grounding in development planning and cooperation and budgeting. Advisory role in USAID budget and program funds management process. In addition, knowledge of regulations and procedures governing USAID budget management is required. A high level of analytical skill, professional expertise and sound judgment is required, as well as proven ability to manage/supervise, provide work guidance to staff. Advanced computer skills are required, particularly in the use of spreadsheets, word processing, and database management. Must be a self-starter requiring minimal supervision.
