JUBA, SOUTH SUDAN: RESIDENT OPERATIONS MANAGER
Summary
National Democratic Institute for International Affairs (NDI) seeks a Resident Operations Manager to oversee operations and logistics support to NDI South Sudan programs. Responsibilities include: implementing and developing logistics management systems; overseeing procurement and tender procedures; contracting and warehousing, shipping, and management of equipment. The Resident Operations Manager will be responsible for coordinating security policies and procedures throughout South Sudan. The position will be based in Juba, but will require that the Resident Operations Manager spend time in various locations throughout South Sudan. The position is available immediately.
NDI's programs in South Sudan focus on civic education and civic engagement, support to legal processes, community organizing, radio program production, and focus group research.
Primary Responsibilities
Operational Administration
· Manage the full spectrum of logistics and operations for the offices in South Sudan to include:
§ Transportation and travel,
§ Relocation of staff,
§ Inventory management of supplies and equipment,
§ Oversight of visas and work permits submissions,
§ Procurement, and
§ Property management
· Manage and maintain the vehicle fleet and oversee drivers;
· Review, route documentation, secure approval of capital equipment purchases, contracts, and leases;
· Manage property and related issues including housing and office construction in South Sudan
· Develop and manage a comprehensive plan for procurement and distribution on a yearly basis, including but not limited to: logistical arrangements, preparation of agreements, negotiating with transporters and finalizing transport contracts, training to partners, etc.;
· Manage shipping, transport and storage of supplies;
· Supervise NDI logistics and operations personnel;
· Manage IT and communications equipment for all offices;
· Build and maintain good working relations with suppliers, vendors and sub-grantees;
· Build and maintain strong relations with NDI program staff, local communities, local authorities and other local partners;
· Facilitate communications between field offices and the headquarters office;
· Ensure effective financial management over relevant aspects of the program;
· All duties will be carried out in close coordination with NDI South Sudan’s Director of Finance and Administration as well as other program staff in Washington; and
· The Resident Operations Manager reports to the Resident Senior Country Director, South Sudan.
Security
· Operate as the point of contact for all security issues for the South Sudan program;
· Ensure implementation of office security plan/protocol and emergency plans; recommend specific actions and policies designed to enhance staff security;
· Review physical security procedures and practices on an ongoing basis and recommend updates where necessary;
· Brief new staff or incoming short-term staff on security policies and procedures including communications, transportation, protective equipment and emergency actions; and
· Coordinate incident management and emergency response as necessary.
Qualifications
· Bachelor degree in issues related to international relations, business administration, or international development, or equivalent years of relevant experience required.
· Minimum of eight (8) years of experience in NGO, humanitarian and/or economic development work overseas and in the US.
· Extensive experience in logistics management within the field of supply chain management (procurement, tendering, contracting, clearance, transport, warehousing, distribution, etc.)
· Proven ability and experience with management of logistics team
· Experience working in post-conflict environments and/or countries undergoing political transitions required.
· Experience managing and implementing logistics, operations and security systems.
· Experience in managing and implementing programs related to humanitarian relief and/or international development activities a plus.
· Commitment and demonstrated skills to build national staff capacity in areas of logistics management, supervising, and monitoring.
· Cultural sensitivity in working with a multinational office staff.
· Detail oriented, highly flexible and strong organizational skills.
· Strong verbal and written communication skills.
· Entrepreneurial-minded, self-motivated and goal/deadline-oriented.
· Experience with word processing and spreadsheet software (Microsoft Word and Excel preferred).
· Experience with budget management and ability to prepare timely, complete, and accurate reports.
· Arabic language skills desirable, but not required.
