SCOPE OF WORK The Goma-based Provincial Operations Coordinator provides leadership to operations units and ensures coordination between programs and operations units in North Kivu. This includes the development, updating, and monitoring of operations plans that integrate security, logistics, administration, and finance support services. The primary focus of the Provincial Operations Coordinator is to produce quantifiable improvements in the effectiveness, efficiency, and quality of services provided by the Goma operations units through direct leadership and staff capacity development. The Provincial Operations Coordinator supports and reports to the North Kivu Head of Office and assumes Head of Office functions when required. The position directly supervises four positions (Logistics Coordinator, Administrator, Security Officer and Field Manager).
RESPONSIBILITIES Security and Safety of IRC Staff and Assets • Supervise the Security Officer, and update and monitor the officer’s quarterly work plans. • Identify safety and security priorities, undertake risk analyses and provide recommendations to the senior management team for executive decisions. • In coordination with the Kivus Safety and Security Coordinator, assist with the revision of the provincial security management plans and standard operating procedures and conduct security trainings. • Monitor the internal security system, ensuring the production of daily updates and provisions as well as specific security assessments. Ensure timely and accurate reporting on all security incidents. • As requested by the Deputy Director, represent IRC in external security fora and meetings, ensuring coordination with other NGOs and UN security systems. Administration/Human Resources • Supervise the Administration Manager, and update and monitor the unit’s quarterly work plans. • Analyze the department structure and processes against service demands. • Support the recruitment and staff development and evaluation processes. • Support implementation and continuous use of administrative tools, procedures and documentation in accordance with IRC DRC policies. • Provide HR and Admin support for expatriate staff based in North Kivu province. • Resolve staff conflicts and oversee disciplinary actions and legal cases. Logistics • Supervise the Logistics Coordinator/Manager, and update and monitor the unit’s quarterly plans. • Analyze the department structure and processes against service demands. • Support the recruitment and staff evaluation processes. • Train Logistics staff on standard IRC systems and best international logistics practices. • Audit and address problems with procurement processes, IRC assets tracking system, suppliers and vendors contracts and warehouse management support • Supervise periodic disposal exercises. Field Office Supervision • Supervise the Kiwanja Field Office Operations Manager and update and monitor the manager’s quarterly plans . • Ensure coherence between the Goma office and Kiwanja base in terms of operational support areas, enhancing efficiency and accountability • Perform frequent field site visits to coach and train the operations teams there as needed
Coordination • Design and establish a comprehensive operations services chart, including predefined service levels. • Design and establish a comprehensive operations internal and external communication chart. • Supervise the production of the monthly operations reports. • Increase integration and coordination among support departments for programs, including support to the program coordinators in developing quarterly work plans. • Ensure temporary management support in case of identified gaps in departments
REQUIREMENTS
• Degree or equivalent experience in operations or a similar field. • At least 3 years of international management experience, ideally in Africa, supervising program support services (administration, finance, logistics and security). • Ability to think strategically and solve daily problems at the same time. • Strong organizational, interpersonal, and communication skills. • Demonstrated systems and process analysis skills and experience in developing strong monitoring and evaluation systems. • Excellent written and oral communication skills in French and English. • Willingness to travel extensively to visit field sites and endure basic living conditions when traveling to these field sites. • Ability to set goals and work independently while being a strong team player. • Ability to work well in unstable security environments, and under intense administrative and programmatic pressures. • Ability to adapt to changing requirements. • Cultural sensitivity and ability and interest in working with a multi-ethnic team.
SPECIFIC SECURITY SITUATION/HOUSING The North Kivu Provincial Operations Coordinator will be based in Goma. Civil conflict is ongoing in the Kivu provinces, and the area is considered unstable. Strict adherence to security guidelines is requested of all IRC staff. The Provincial Operations Coordinator will be provided with team housing and this post is unaccompanied.
