UNDP Somalia works in the three main regions of Somalia and its Programme has two main areas: Governance and Rule of Law and Poverty Reduction and Environmental Protection (PREP).
Under the new Country Programme (2011-2015), the Poverty Reduction and Environmental Protection (PREP) programme focuses on activities in support of the third Outcome “Somali Men and Women Benefit From Increased Sustainable Livelihood Opportunities and Improved Natural Resources Management”. Specifically, UNDP under PREP will strive to achieve the following Sub-Outcomes:
- MDG planning, programming and policy implementation capacities developed among partners for robust, participative analysis including human rights, gender equality and HIV/AIDS.
- Strategic economic development policies formulated and implemented with focus on small and micro-finance for inclusive growth.
- Environment and natural resources utilized in a sustainable, equitable, gender- and conflict-sensitive manner through the formulation and implementation of strategic policies.
- Local communities empowered to analyze, participate in and advance recovery and development, local enterprise, conflict and sustainable environment management.
The Programme combines upstream and downstream approaches in partnership with local authorities, NGOs and community organizations while adopting a human rights based, conflict and gender sensitive approach, and focusing on the empowerment of youth. A key priority is to bridge the gap between humanitarian assistance and development, with a focus on creating sustainable solutions and reducing aid dependency in partnership between humanitarian and development agencies working in Somalia.
Under the overall guidance of the Country Director, and the direct supervision of the PREP Programme Manager, the Project Manager is responsible for the day to day management of the expanding environment and energy portfolio, including strategic planning, design, and formulation of the project as well as technical oversight, in close collaboration and coordination with Project Managers and the Heads of Sub-Office who monitor day-to-day implementation of the projects in line with approved work plans. The incumbent will be responsible for identifying synergies and for ensuring cross-unit cooperation and coordination with other Programme areas in UNDP as well as with other UN agencies.
In close collaboration with the Heads of Office of the UNDP in Somalia, the Project Manager provides high-level policy advice to the relevant counterparts and leads policy advocacy in the Programme area and liaises with other UN Agencies, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society in the areas pertaining to the Programme.
The Project Manager supervises project team and works in close collaboration with the CO projects and programme staff, operations team in the CO, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDP programme The Project Manager works on a daily basis with colleagues in the UNDP CO and at the project level, necessitating that the incumbent be able to develop and maintain viable working relationships with colleagues across the organization and in government offices, and be able to work with them in a responsive client orientation and in a problem solving mode.
The Project manager is expected to spend a minimum of 30% of his/her time in Somalia with possible relocation to Somalia when situation permit.
Duties and Responsibilities

- Provision of advice on strategies, policies and plans affecting project operations, delivery of practice advisory, knowledge and learning services.
- Establishment of collaborative arrangements with project potential partners and appropriate operational partnership arrangements.
- Constant monitoring and analysis of the operating environment, quick readjustment of the operations, advice on legal considerations and risk assessment.
- Monitor and analyse key economic, social and political developments in the country which effect regional/local or national development; through this process, identify development needs and potential solutions relevant to project activities
- Contribute to policy dialog on the issues of communities engagement in the decision making process on the local level with the Government, donors, civil society, private sector as relates to environment, energy and DRM.
- Advocate, promote awareness and understanding of local sustainable development issues in the context of MDG's, climate change, environment, energy and DRM.
- Ensure that UNDP objectives and activities in the area of energy, environment and DRM are well coordinated with plans and activities of local partners
Ensures effective and accurate overall management of the project focusing on achievement of the following results:
- Lead and effectively manage the environment and energy team, ensure proper training, guidance and coaching opportunities for all personnel and local leaders assisted by the project
- Implement the project activities in accordance with UNDP financial Rules and Regulations and the Internal Control Framework for UNDP Somalia
- Preparation of project implementation activities and selection of implementing partners such as government institutions, service providers, and NGOs. Managing calls for bids and for proposal and selection of implementing partners within the UNDP contractual framework for project activity implementation. Design the scope of works and TORs for the bids and call for porposals.
- Manage day to day administrative matters for the project under the direction of the Programme Manager with the support from the PREP administrative staff.
- Create systems of effective financial, administrative and logistical processes to facilitate community-level work
- Ensure full transparency and access to information about UNDP activities in the area of environment, energy and DRM.
- Participate in communication and media activities. Ensure project web-site updates. Coordinate distribution of the project related information. Ensure visibility of the Donor and Implementing Partners in all project outputs.
Ensures efficient support to tasks related to advocacy, programming, monitoring and evaluation (M&E), and representation focusing on achievement of the following results:
- Supports gathering of data/information for project monitoring and evaluation processes ensuring compliance with UNDP M&E requirements in reporting on programme results and progress towards outcomes.
- Ensure proper monitoring and evaluation procedures are instituted in all project activities
- Ensure proper monitoring of project progress against annual and quarterly work plans and budgets
- Coordinate and oversee the preparation of the substantive and operational reports from the programme/project
- Develop annual workplans, budgets draft report and other document for the management and reporting of project activities.
- Manage the accurate and timely reporting on the progress of the project with a specific focus on the activities and funds utilized. Ensure that reports are provided to donors according to UNDP's contractual obligation.
- Monitory project inventory, attendance records, filing system. Assure correct personnel management and procurement of goods and services
Establishes and maintain strategic partnership and implements the resources mobilization strategy for the CO focusing on the achievement of the following results:
- Establishes and maintains dialog with government officials, both local and national, NGOs, partners, donors and communities to provide knowledge and understanding, ensuring accurate interpretation of the programme's mission
- Identify areas of cooperation and coordination with other UN agencies for the implementation of joint activities related to environment, energy and DRM
- Collect and make analysis of information on donor contracts, funding priorities, criteria and processes related to environment, energy and DRM
- Promote and explain the UNDP projects and support the UNDP CO activities in interaction with donors
- Identify opportunities for the implementation of the project making specific recommendations on actions needed.

Required Skills and Experience
Education:
- A minimum of a Master's degree or equivalent in Environmental Studies, Economics, Political / Social Science, Business/Public Administration, or other development-related field.
Experience:
- Seven years of relevant experience at the national and international level in the UN and/or international organizations in the area of environment
- Experience in managing staff and operational systems and establishing inter-relationships among international organization and national governments in the area of environment, energy and disaster risk management programming
- Experience in crisis and post-conflict countries.
- Knowledge and experience of UNDP and UN system policies ad programming is desirable
