VACANCY ANNOUNCEMENT
The Aga Khan Foundation (AKF) is a private, non-denominational, development agency promoting creative and effective solutions to problems that impede social development through a portfolio of programmes in Tanzania and beyond. AKF in partnership with the Department for International Development (DFID) and Financial Sector Deepening Trust (FSTD) through the Coastal Rural Support Programme Tanzania (CRSPT) is implementing initiatives that aim to make substantial improvements in the livelihoods of the poor including access to the financial services to increase incomes in Mtwara and Lindi Regions of Tanzania.
CRSPT is designed to fold into a Multi Input Area Development (MIAD) Programme that will integrate with interventions from across the Aga Khan Development Network (AKDN) agencies. The goal is to improve the quality of life and social well being of target communities through sustainable interventions including food security, income generation, and increased access to quality health and education services.
MAIN PURPOSE: The Programme Manager (PM) will be based in Dar es Salaam and will report to the Regional Chief Executive Officer. The PM will play an overall management and coordination role across AKF programmes in Tanzania by ensuring inputs from sector specialists and linkages across AKDN agencies to ensure productive collaboration and optimal impact.
SELECTION OF MAIN DUTIES AND RESPONSIBILITIES:
Programme • Oversee programme implementation and ensure all targets are met across the AKF portfolio including CRSPT • Provide technical support to senior managers to ensure that technical issues and challenges are effectively addressed and met • Provide day-to-day supervision of country based Programme Officers and Programme Directors as well as their periodic performance reviews • Guide, counsel, and motivate staff to work effectively both as individuals and as a team and provide support for professional development
AKF Coordination • Oversee M&E and lead the review of strategic direction • Develop quarterly AKF sector reports and analysis for oversight to ensure effective and efficient programme implementation • Coordinate all programme activities in Tanzania including regular quarterly reviews and make recommendations from time to time to the AKF EA Regional Office • Document lessons learnt from programmes for wider dissemination • Promote scaling up of lessons learnt across the public and private sectors
MIAD Coordination • Lead the MIAD planning and discussions with all sectors and develop plans for sequencing • Lead the coordination and collaboration of AKF projects across AKDN agencies to deepen partnerships in the project area • Participate in the development of AKDN development frameworks for Tanzania to provide multi-sector responses to the multi-dimensional nature of poverty
Resource Mobilisation and Grant Management • Identify relevant organisations, institutions, partners and agencies to form effective strategic partnerships • Provide oversight, supervision, support and guidance to the Programme Directors and Officers and liaise with donors and other AKF units to ensure consistent high quality management of grants and contract compliance • Lead the process of identifying donor opportunities and respond to calls for proposals as appropriate to ensure adequate resource mobilisation for the programme portfolio
REQUIRED QUALIFICATIONS & EXPERIENCE • Direct technical experience in establishing a multi sectoral area based programme with social, cultural and economic interventions to enhance livelihoods, enterprise and employment opportunities and adequate education and health service access for poor communities • Experience of multi-sector programming and knowledge of key education, health, civil society and rural development issues • Knowledge of the government system and the legal, fiscal and policy context in Tanzania, including proven familiarity with sector strategies and policy documents relevant to AKF sectors would be an added advantage • A Masters degree in Development,, Economics or Environmental Studies preferred
