Objectives
The African Water Facility (AWF) is an initiative of the African Ministers’ Council on Water (AMCOW) aimed at mobilizing resources to finance the promotion of the water sector and investment activities in Africa. This Facility has been set up in the context of the Africa Water Vision and the Millennium Development Goals (MDG). The African Development Bank hosts the Facility at the request of AMCOW. AWF resources are mainly used in funding water management projects and programmes geared towards creating a more conducive environment for sustained management and development of national and regional water resources, preparation of projects and programs for immediate investment, and provision of resources for small-scale strategic investments. AWF plans, organizes and conducts activities in the above-mentioned areas, in relation to the project and program cycle (identification, preparation, execution and supervision) in all African countries. The Facility undertakes studies on issues concerning water sector development and related areas. It provides guidance and technical assistance to African countries and ensures coordination and synergy with the other partners and donors in Africa’s water and sanitation sector. To carry through these activities, the Bank recruits multi-disciplinary staff whose skills correspond to its key areas of intervention.
Duties and responsibilities
The Monitoring /Evaluation and Information Management Officer will be the AWF focal person responsible for undertaking project cycle activities to support the establishment of robust water sector M&E systems and capabilities as well as enhancement of information and knowledge management at national and regional levels. Within the Facility team, s/he will be mainly responsible for:
- Promoting the establishment of national and regional systems for water sector monitoring and evaluation to track national and regional targets such as the MDGs in water and sanitation and the African Water Vision and to support enhanced water information management systems to support planning, development and management of water resources. in particular, the incumbent will : i) Contribute to formulation of proposals for development of policies, strategies, guidelines, procedures and harmonization of regional indicators for water and sanitation sector monitoring and evaluation; ii) undertake monitoring/evaluation and information management studies based on a comparative analysis of data produced by member countries and their institutions; iii) build the capacities of actors and design training programs in the development and management of water sector national/regional M&E systems; iv) Define and coordinate the participation of the AWF in water sector M&E and water information forums.
- Ensure that concerns relating to monitoring/evaluation and information management are taken into account at all stages of the projects supported by the Facility (identification, preparation, appraisal, supervision and completion);
- Conduct widespread sensitization on trends relating to monitoring, evaluation and information management, and build on the good practices of other international organizations, etc.;
- Support the implementation of monitoring and evaluation framework of the regional plan of action supported by AMCOW and report on how the Facility develops monitoring/evaluation and information management measures;
- Propose measures for enhanced water information management and optimization ;
- Foster the emergence and realization of partnerships in the field of water sector monitoring and evaluation and information management;
- Develop water sector knowledge management products in conjunction with the Task Managers, notably, produce notes and methodological guidelines based on AWF lessons and experience from the portfolio, with a view to disseminating and sharing that experience, and thereby improving grounds for donor financing.
Selection Criteria
Including desirable skills, knowledge and experience
- The candidate should have at least a Master’s degree in Water Resources Management, Project Management, Information Management or any related discipline. S/he should have a minimum of six (6) years’ professional experience in that field, including at least 2 years in a similar position as this vacancy; experience in an international organisation would be an advantage.
- The candidate shall have experience in water resources planning and management, including demonstrable experience in the links between water, sanitation, environment, and economic development. S/he shall have experience working with the management of large data bases and information systems concerning the integration of various water resources subsystems, and be familiar with institutions and systems for M&E.
- S/he will also be required to present personal references relating to one or several of the following areas:
- Development and implementation of water sector monitoring and evaluation systems at the national, regional or global levels;
- Development and implementation of water and sanitation sector reform programs that include monitoring, evaluation and information management,
- Participation in studies, trends and analysis of water sector knowledge management.
- S/he must show the following skills:
- Conversant with standard Bank software; knowledge of SAP would be an asset;
- Proven track record in project development, preparation and implementation in the national and regional context. ;
- Excellent communication and writing skills in French or English with a working knowledge of the other;
- Result-oriented and a team player with a proven capacity to work in a multicultural environment and to maintain productive working relations with persons of different nationalities and cultures.
